Role description

We are looking for a highly motivated and team-oriented individual to join our team of business analysts who support an ecosystem of apps used to provide timely services and benefits to San Francisco’s most vulnerable residents.

This role operates in the intersection between business process and systems.  While you need to have technical aptitude, you do not need to perform programming duties or possess network engineering skills.  The responsibilities are geared more towards analyzing how welfare rules and regulations impact how the system is administered, and troubleshooting technical issues within the context of business policies and operations.   This requires acquiring a working knowledge of business practices and rules and regulations governing public assistance programs.

Your key role is to manage and maintain CalWIN and other case management tools used by our internal staff.  CalWIN is a highly-complex, multi-faceted case management system used by staff to determine eligibility to various public assistance programs such as CalFresh, Medi-Cal, CalWORKs, CAAP, Employment Services and Foster Care.  It is complemented by several apps that support benefit issuance and management reporting as well as several public-facing apps that allow our customers to self-serve and access services and information.

In the fall of 2023, CalWIN will be decommissioned and replaced by a new statewide automated welfare system called CalSAWS.  This presents an exciting opportunity for you to experience a major system migration and support the agency as it moves toward a unified, integrated eligibility and case management system.

The successful candidate is analytical and has a high capacity to process and curate rapidly-evolving information; adaptable and able to pivot quickly as circumstances demand; able to comprehend complex welfare policy and analyze cross-impacts on systems and business processes; ability to work collaboratively with internal and external stakeholders, and bridge communication gaps between these groups to ensure successful system implementation. 

 

Under general direction, the essential duties of the 1052 IS Business – Analyst include but are not limited to:

  1. Provides functional and technical support to users of the statewide automated eligibility system (SAWS, currently CalWIN), online portal (BenefitsCalWIN), electronic benefits transfer system, and related ancillary systems. This includes learning and understanding policy and business process to aid in troubleshooting issues.
  2. Troubleshoots, escalates, and resolves technical issues; develops solutions that may or may not involve technology;
  3. Performs various aspects of the systems development life cycle, such as performing business needs analysis, cost-benefit analysis, requirements gathering, system design, technology and software assessment, business process reengineering, and training and change management.
  4. Maps current state business processes, helps design future state processes, and performs gap analysis; create flowcharts and graphical presentations. 
  5. Identify opportunities to streamline and improve processes with the use of technology and/or redesigning business processes and identifying workarounds.
  6. Assists in the design/development/implementation of new and/or revised systems and programs, and in the coordination of integration into existing systems and procedures.
  7. Provides user training; prepares instruction and technical materials; generates reports; updates reference tables and databases. 
  8. Performs testing necessary to debug new or modified systems and subsystems; may coordinate User Acceptance Testing (UAT) teams and cycles.
  9. Supports business process reengineering and other project activities related to the preparation and implementation of CalSAWS, a new statewide automated eligibility system.
  10. Performs data cleansing and conversion activities in preparation for migration to CalSAWS
  11. Represents the San Francisco City and County in state/consortium-sponsored technical and policy workgroups/committees; interacts and manages working relationships with other areas of business, at all levels.
  12. May be expected to supervise subordinate staff.

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1) Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND

2) Experience:
One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis. 

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

3) Special Condition:

Three (3) years of verifiable and recent experience supporting Welfare Applications such as EDS' Welfare Client Data System, CalWIN, and San Francisco's FAIR and GIS systems. 

DESIRABLE QUALIFICATIONS

  • Knowledge and experience supporting automated welfare system such as CalWIN, C-IV, LRS and CalSAWS.
  • Knowledge of and experience working with public assistance programs such as CalFresh, Medi-Cal, CalWORKs, General Assistance and Foster Care.
  • Hands-on experience supporting implementation of large, complex technology projects with multiple stakeholders.
  • System test and UAT experience.
  • Business process redesign experience.

If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
