Role description
We are currently hiring for two separate positions: I. Fiscal Operations Manager and II. Financial Reporting Manager. The position descriptions are as follows:
I. Fiscal Operations Manager:
The 0931 Manager III – Fiscal Operations Manager reports to the Airport Controller in the Finance Division at the San Francisco International Airport. This position is responsible for assisting in the management of the day-to-day operation of the Airport’s Accounting section, including accounts receivable, collections, procurement, accounts payable, general ledger, grant accounting and compliance, capital project and passenger facility charge accounting, and maintaining and ensuring compliance with the Airport’s debt financing programs, City’s policies and procedures, Generally U.S. Accepted Accounting Principles (GAAP), Uniform Guidance, and financial reporting requirements.
The essential duties and responsibilities of this position include:
- Oversee the daily operations of the Operations Accounting, Capital Project, Grants, and Accounting Systems groups to achieve the Airport strategic and departmental goals.
- Develop and implement financial policies and procedures, including but not limited to implementation of local, state and federal fiscal standards. Ensure compliance with City Controller’s fiscal policies, City Charter and Administrative Code.
- Manage, analyze, and approve accounting of the Passenger Facility Charges (PFC) program compliance, including periodic PFC reports and schedules for Federal Aviation Administration (FAA), air carriers, SFO management and staff, and auditors. Analyze, modify, improve, and update procedures in the areas of revenue, expenditure, and internal control to enhance efficiency of the program. Handle and coordinate PFC Compliance Audit in accordance with FAA program standards.
- Manage and oversee accounting of SFO's capital and facilities management projects. Assist Capital Planning/Finance to determine capital requirements and in developing and analyzing SFO's capital plan for annual, supplemental and multi-year requests to facilitate budget submittal, projection and reporting. Monitor and review capital project balances, fund equity, funding sources, and surplus transfers. Develop and prepare periodic and ad-hoc management reports.
- Review, approve, and analyze capital budgets, contract certifications, contract payments, purchase orders, Prop Q, direct payments, voucher payments, project funding, abatement of charges, appropriation and revenue transfers, project closeouts, and other special journal entries to adjust project and trial balance accounts. Manage the Overhead and Paid Time Off allocation of capital and operating projects. Coordinate the Annual Post Audit in accordance with City Controller's and Purchasing guidelines.
- Develop, monitor, and approve the recording, accounting, reimbursements, and analysis of Grant Awards received from the FAA, State of California, Office of Emergency Services, Department of Homeland Security, Transportation Security Administration and other local grantors. Coordinate the Single Audit in accordance with GAAP, Uniform Guidance, and Federal and State program guidelines.
- Manage the Operations Accounting group by directing and coordinating several operational aspects that include professional contract and purchase order certifications, invoice and contract payments, employee reimbursements, revolving fund and petty cash, travel and training reimbursements, requisitions, periodic operating reports, budget encumbrance/expenditure monitoring, and other miscellaneous support to Airport-wide operations.
- Review and approve the client prepared schedules (PBC). Manage PFC compliance audit, Single Audit, and Agreed Upon Procedure on Bond Uses for SFO's capital projects.
- Manage and coordinate the labor cost distribution process and monitor the implementation of the new overhead and paid time off allocation on the capital and facilities maintenance projects and the new process in PeopleSoft. Review and approve work order encumbrances and billings for both operating and capital funded work orders.
- Calculate fund equity. Analyze and process closeout of bond funds and commercial papers with minimal cash balance. Monitor and analyze budgetary clearing accounts and other General Ledger accounts and adjust abnormal balances.
- Interface with all managerial levels of city/county government, outside agencies, and the public regarding fiscal, accounting; and audit matters for the purpose of resolving budget and accounting issues and to communicate systems and operational changes, where appropriate.
- Direct the allocation of resources to ensure the effectiveness of Accounting section’s service delivery system; achieve measurable goals; monitor expenditures in accordance with Division budget, and monitor internal operations to meet emerging or new programs.
- Participate in the management of the fiscal year-end closing, including annual, interim and year-end audits.
- Plan, develop, implement or direct activities of the grant unit to ensure compliance with federal procurement regulations and federal contract cost principles and procedures.
- Act as a contact for external auditors during the annual financial audit by coordinating information, answering questions and analyzing data.
- Represent the Accounting section at meetings with Administrative Officials, Representatives of employee organizations, outside agencies, airport staff, and other City departments, including the Mayor’s Office, Controller’s Office and the Board of Supervisors.
- Identify and resolve complex accounting issues.
- Make recommendations to further strengthen internal controls and best practices to improve operational efficiency.
- Mentor and promote professional development of subordinate staff.
- Perform other duties and responsibilities as assigned.
II. Financial Reporting Manager:
The 0931 Manager III – Financial Reporting Manager reports to the Airport Controller in the Finance Division at the San Francisco International Airport. This position is responsible for assisting in the management of the day-to-day operation of the Airport’s Accounting section, including accounts receivable, collections, procurement, accounts payable, general ledger, grant accounting and compliance, capital project and passenger facility charge accounting, and maintaining and ensuring compliance with the Airport’s debt financing programs, City’s policies and procedures, Generally U.S. Accepted Accounting Principles (GAAP), Uniform Guidance, Governmental Accounting Standards Board (GASB) financial reporting requirements.
The essential duties and responsibilities of this position include:
- Oversee the daily operations of the Revenue Accounting and the General Ledger groups to achieve the Airport strategic and departmental goals.
- Plan, monitor, review, evaluate, and supervise revenue functions including billings and related adjustments, cash application, accounts receivable collection, online payment portal development, billing system upgrade and implementation.
- Plan, review, and approve ad hoc accounts receivable status report for management and Airport operation sections to improve collectability.
- Coordinate with the City Treasurer’s Office on banking matters and City Services Audit on audit of Airport tenants.
- Coordinate and manage the timely recording of financial activities and reconciliations including on-airport hotel for quarterly and year-end close in accordance with City Controller’s close schedules.
- Plan, monitor, review, evaluate, and approve debt service payments, debt, capital improvement projects analysis and fixed asset accounting, client prepared audit schedules, quarterly, and annual financial statements preparation and flux analysis.
- Serve as the primary contact for external auditors during the annual financial audit by coordinating information, answering questions and analyzing data.
- Assist in passenger facility charge (PFC) compliance audit, Single Audit, and Agreed Upon Procedure on Bond Uses for SFO's capital projects.
- Manage and implementation of federal, state and local government mandates, tax and other regulatory filings.
- Develop, update, and implement financial policies and procedures, including but not limited to implementation of local, state, GASB and federal fiscal standards to ensure compliance with laws and regulations, Lease and Use Agreement, Hotel Management Agreement, Master Bond Resolutions, and the City Controller’s accounting policies and procedures, City Charter, and Administrative Code.
- Lead, review, develop ad hoc financial reports and support the issuance of new or refunding debt issuance.
- Make recommendations and direct the allocation of resources to ensure the effectiveness of Accounting operation and internal control, achieve measurable goals, and monitor performance.
- Represent the Airport Controller at meetings with Administrative Officials, representatives of employee organizations, and other airport staff and maintains contact with City Controller’s, Board of Supervisors and other city departments.
- Coach, mentor, train, and promote professional development of subordinate staff.
- Perform other duties as assigned.
How to qualify
Education:
Possession of a Bachelor’s degree from an accredited college or university; AND
Experience:
Five (5) years of progressive experience in an accounting or financial operations environment. This experience must include at least three (3) years supervising a large and diverse accounting or financial operations group.
SUBSTITUTION:
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
Experience Substitution:
Possession of a Master’s degree from an accredited college or university with major course work in Accounting, Business Administration, Economics, Finance or a related field may substitute up to one (1) year of the required experience above. The substitution does not apply to the required three (3) years supervising a large and diverse accounting or financial operations group.
Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.
- Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Economics or Finance

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
NATURE OF WORK
Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor to perform strategic and planning affairs analysis; analyzes, manipulates, and generates reports; ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

SELECTION PROCEDURES

Management Test Battery (Weight: 40%)
Candidates who meet the minimum qualifications will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Training and Experience Evaluation (Weight: 60%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.
A passing score on the Management Test Battery, and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six months, and may be extended with the approval of the Human Resources Director.
