The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Director’s Office provides external and internal communications, policy direction, government relations and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

 

Street-use and Mapping
Ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way. The bureau also collaborates on the development and execution of citywide initiatives to help businesses thrive and to activate shared public spaces. In addition, the bureau provides surveying services and maintains the official map of the City and County of San Francisco.

Role description

The position will serve as the critical nerve center within BSM to support the expediting of the Infrastructure Task Force’s (ITF) combined large-scale development portfolio of over a dozen projects including the Citywide Development Agreement Implementation Project and Mayoral Executive Directive 17-02, requesting that City agencies accelerate the delivery of housing. The large scale development projects include but are not limited to: Mission Bay, Giants Mission Rock/Seawall Lot 337, Chase Center – Golden State Warriors, Candlestick Point, Hunters Point Shipyard Phase 1 and 2, Treasure Island/Yerba Buena Island, Park Merced, Schlage Lock Visitation Valley, Hope SF Hunters View, Hope SF Potrero, Hope SF Sunnydale, Pier 70, India Basin, Potrero Power Plant, Plumbers Union Redevelopment, Balboa Reservoir Development. BSM’s role in these projects include design review, permitting (site improvement plan permits, minor sidewalk encroachment permits, major encroachment permits, excavation permits, etc), and interagency submittal coordination needed to support the creation of affordable housing, market rate housing, replacement of rent controlled housing units, open space, transportation and streetscape improvements, historic rehabilitation, hotels, commercial/retail space, entertainment and manufacturing space. BSM’s traditional/current business processes and procedures do not provide the necessary support that the ITF needs to expedite review and approval of design submittals and permits; this position will correct that issue. This position is funded by project sponsors/developers.

This position will work directly with the existing ITF Project Manager IV, and three Project Manager III’s to manage the development projects, work directly with City agencies, developers, and consultants resulting in the review and approval of infrastructure plans and permits. City agencies involved with various aspects of the implementation of these development projects include but are not limited to the Mayor’s Office of Economic and Workforce Development, Office of Community Investment and Infrastructure, Treasure Island Development Authority, Mayor’s Office of Housing and Community Development, Planning Department, Public Utilities Commission, Municipal Transportation Agency, Recreation and Parks Department, City Attorney’s Office, Port Commission, and the Fire Department. This phase of the Citywide Development Agreement Implementation Project is scheduled to create over 12,000 new housing units associated with this large-scale development portfolio by FY 2020-2023. These projects are currently underway. BSM’s permitting and coordination role to support ITF with expedited review and permitting of the public infrastructure needed for these new neighborhoods.

The essential duties and responsibilities of this position include: Managing review and approval of development area submittals for a subset of the development projects, including the mapping subdivision process, drawings and specifications, design review and permitting, reimbursement; working with the team to streamline policies and procedures to expedite project review and construction; Balancing and prioritizing the work on the various phases of multiple complex development projects simultaneously; working with the staff assigned to the development projects who serve as a primary point of contact between the developer/s and the various city agencies.

    • Requires completion of a four-year college or university with a baccalaureate degree in one of the major fields of engineering.
    • Requires six years of progressively responsible experience in the administrative, design, planning and construction of engineering projects, including two years of responsible supervisory and administrative experience; or an equivalent combination of training and experience.

    Education:

    Desirable Qualifications

    Experience:

    •  Six years [6] of progressively responsible experience in administrative, design, planning and construction work on engineering projects, including two years [2] of responsible supervisory and administrative experience; and three (3) of the six years’ experience must be in directing engineering projects at a level equivalent to the City and County of San Francisco class 5207 Associate Engineer (licensed) or higher; AND 2. License and Certification: Professional Engineering License for (issued by the state of California); AND 3. Possession of a valid California Class C driver’s license and the maintenance of a satisfactory driving record
    • Ability to communicate with public, management, clients and other governmental and private agencies; knowledge of creating management and other reports; use independent judgment within established policies; and establish and maintain effective working relationships with those contacted in the course of the work.
