Established in 1889 as a fund for families and orphans of firefighters and police officers, today the San Francisco Employees' Retirement System serves more than 75,000 active, vested and retired employees of the City and County of San Francisco and their survivors. The Retirement System also offers active members an opportunity to acquire additional retirement savings to complement pension benefits with voluntary contributions to the San Francisco Deferred Compensation 457(b) Plan. 

The San Francisco Deferred Compensation Plan (SFDCP) allows CCSF employees to voluntarily defer and invest a portion of their salary earnings in a diverse selection of investments and portfolios for tax advantages and growth. The SFDCP is administered by a third-party administrator (Voya Financial) and managed internally by the SFERS Deferred Compensation Plan Manager who continuously monitors the Plan for enhancement opportunities to benefit participants as they save for retirement.

Role description

Reporting directly to the Chief Executive Director and Chief Investment Officer, San Francisco Employees’ Retirement System (SFERS), this position is responsible for the management, discretion, oversight and administration of the San Francisco Deferred Compensation Plan Division (SFDCP), that includes a trust with assets of approximately $5 Billion and a membership of approximately 33,000 participants.

Essential Duties include, but are not limited to:

  • Manage all aspects of portfolio management, investment management, strategic investment planning and analyzing past, present and future investment options for the Deferred Compensation Division;
  • Coordinate efforts with City Attorney’s Office and outside counsel on various legal matters; manage all of the Plan’s menu of investment funds including performance monitoring, and anticipate usage and oversight of the independent investment consultants’ strategic planning and analysis;
  • Manage asset allocations for risk, international equities, and real estate portfolios stable value fund, and formulate recommendations regarding policy, operations and administrative procedures;
  • Coach and direct the daily work activities of personnel to improve performance, and assist in the development and implementation of goals, objectives, policies and priorities of the Plan;
  • Oversee and administer the divisions’ budget while monitoring expenditures and provide Chief Executive Director and Chief Investment Officer, and the Board with statistical, fiscal and operational reports to maintain costs;
  • Administer and monitor contract performance and compliance for various third-party contractors (e.g. investment consultants, investment managers, and recordkeeper);
  • Oversee the authorization process to release for sale troubled assets in the stable value funds;
  • Oversee the processing and evaluation of hardship withdrawal unit requests and qualified domestic relations orders;
  • Develop, administer and distribute Requests for Proposals for contracted services related to the administration and investments of the Plan, and manage a variety of contracts of substantial monetary amounts;
  • Manage a member-utilized website including maintenance and updates;
  • Oversee the creation, production and dissemination of investment and benefit education materials, participate in communication outreach programs;
  •  Administer transaction processing management, statement, check and tax report production and processing, regulatory compliance, and product development;
  • Coordinate with other City departments to insure accurate and timely information is provided for City/County payroll deductions;
  • Analyze new and proposed legislative changes to assessment procedures and in determining operational impact and makes final recommendations to the Chief Executive Director and Chief Investment Officer and Retirement Board;
  • Serve as a representative of the Deferred Compensation Division in meetings involving administrative systems, policies or procedures;
  • Provide management and coordination between all managerial levels of City/County government and outside agencies, and performs related duties as required.

How to qualify

Minimum Qualifications:

  1. Possession of a baccalaureate degree with major course work in Finance, Public Administration, Business Administration, or a related field, AND
  2. Six (6) years of professional experience in benefit administration or operations management, legislative/administrative policy analysis, financial analysis, or experience closely related to the position of which three (3) years must be at a management/supervisory level which includes responsibility for supervision of professional staff.

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • At least six years of experience managing a public deferred compensation program.
  • Knowledge of laws establishing and controlling retirement and/or deferred compensation programs.
  • Extensive working knowledge of Federal, State and local rules and regulations pertaining to retirement plans, project or program principles, and practices of management administration, budgeting, training and personnel management.
  • Experience working with portfolio and investment management for deferred compensation plans.
  • Six years management experience and working with executive management.

SELECTION PROCEDURES:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be sent a Supplemental Questionnaire to complete and submit. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience, and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 50%)

Candidates deemed qualified and admitted to the examination process will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery in order to continue in the selection process.

This is a standardized examination, and therefore, test questions and answers are not available for public inspection for review.

Scores attained on the Management Test Battery will be valid and "banked" for three years, starting from the date of the examination.  This means that, during this three-year time period you will not be required to take Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that should you re-test, your re- test score would become your official score sine it is the most recent.

Supplemental Questionnaire Evaluation: (Weight: 50%)

Candidates who pass the Management Test Battery will be sent a Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List. 

Applicants meeting the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. The department may administer additional selection procedures upon certification in order to make a final hiring decision.

Candidates’ scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

What else should I know?

Eligible List/Score Report 

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. 

Certification

The certification rule for the eligible list resulting from this examination will be Rule of the List.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
