Position Description
The Department of the Board of Supervisors (Department) is actively recruiting an experienced, highly qualified Deputy Director of Administration and Finance. This position is appointed by and serves at the pleasure of the Clerk of the Board (Appointing Officer).

Under general direction of the Clerk of the Board (Clerk), the Deputy Director of Administration and Finance is a true management partner to the Clerk and is responsible for all financial, fiscal and fiduciary management aspects of the Department. This position provides leadership and coordination to accounting, payroll, personnel, human resources, information systems, contracts, business services and performance measures.

This position plays a critical role in executive leadership in the Office of the Clerk of the Board and its Divisions. The Clerk and the Deputy Directors comprise the executive management in the Office of the Clerk, implementing the operational, legislative and financial and administrative needs of the Department pursuant to Article II, Section 2.100 of the Charter.

The essential duties of this position include:

  • Oversees budgetary planning and cost management in alignment with the duties and responsibilities as the Board has prescribed, fees from various avenues such as appeals, interdepartmental recoveries, work orders and, with the Clerk, negotiates the Board’s annual guideline hearing and budget through the Mayor’s Office and the Board.
  • Oversees all accounting functions; provides financial and budgeting analysis; prepares all financial reports.
  • Ensures compliance with city, state and federal budgetary reporting requirements and policies and procedures; establishes and maintains appropriate internal controls and directs and monitors expenditures to ensure adherence to the approved Department budget.
  • Manages the formulation of the Department’s business and efficiency plan, and performance measures and evaluation.
  • Directs the Department’s information technology (IT) initiatives and related strategic planning, and approves and coordinates changes and improvements in automated records management and information systems for the Department.
  • Oversees contract management functions of procurement, negotiation, monitoring and Proposition J analysis.
  • Provides overall direct training, monitoring, and guidance of the financial policies and procedures to all Department employees (approximately 80 staff) to ensure adherence.
  • Interacts with other Deputy Directors to provide consultative support; assists with planning initiatives through financial analyses management.
  • Provides recommendations to management and handles all matters regarding human resources-related actions and policies, rules, laws, regulations, or standards to make and enforce decisions.
  • Mentors and develops a direct team of three (3) staff; manages work allocation, training, problem resolution, goal setting, employee staff development and performance appraisals.
  • Maintains strong working relationships with the offices of the Mayor and the Controller; acts as a liaison to other departments and the Board offices as assigned; represents the Department or the Clerk at meetings of the Board, its Committees and other boards, commissions and task forces as required.
  • Performs other duties as required.

How to qualify

Possession of a baccalaureate degree from an accredited college or university with major coursework in Accounting, Finance, Public or Business Administration; AND

Three (3) years of managerial experience in financial and budgeting strategic planning and execution, budget preparation, control and reporting; managing critical information management systems and at least three (3) years of experience supervising professional level staff performing finance, accounting, and complex human resources-related matters.

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Master’s degree in Accounting, Finance, Public or Business Administration.
  • Knowledge and experience with the City’s automated financial, budget, and accounting reporting systems.
  • Experience with negotiating annual budgets with the Office of the Mayor and Controller.
  • Experience with negotiating City contracts and infrastructure change management.
  • Experience with analyzing financial data and preparing financial reports, statements and projections.
  • Effectively manage in an environment where diverse and sometimes conflicting interests must be considered.
  • Ability to establish and maintain effective working relationships with other Deputy Directors, managers, commissions, boards, elected officials, staff and others.
  • Ability to interpret a strategic vision into an operational model.
  • Ability to multitask and prioritize assignments.
  • Strong analytical abstract reasoning skills.
  • Strong interpersonal relationships.
  • Strong oral and written communications at all organizational levels.
  • Strong leadership and team management.
