Role description
Under general supervision, the Human Resources Analyst position is responsible for performing professional level Human Resources work administering non-industrial medical leave of absence (Absence Management Program), creating, and conducting trainings (regarding leave services), and assisting with special projects. This incumbent will assist in administering SFMTA’s Absence Management Program for compliance including tracking and managing employee leaves, reviewing, and evaluating the overlap between federal, state, and local laws, facilitating the return-to-work and interactive processes and conduct related trainings. Assists to resolve problems through consultation, analysis, and recommended actions. Exercises discretion and independent judgment and possesses expert knowledge of related laws, regulations, policies, rules, and procedures. Provides suggestions for enhancing program services and streamlining processes. Consults with managers, employees, and administrative staff on all aspects of non-industrial leave of absences. In addition to, performs other related duties as assigned.
Examples of Important and Essential Duties:
- Serves as the SFMTA’s resource on leave programs including FMLA/CFRA/PDL, Military and local leave policies (Personal leaves, City Family Care leaves, Civil Service Rule 120/420, etc.) while ensuring compliance on medical and leave regulations and policies.
- Counsels and advises management, employees, and union representatives on federal and state leave laws, and related local polices and procedures including, but not limited to, FMLA, CFRA, FCL, PDL, Military Leave, Civil Service Rules, CBA/MOU, and EEO/ADA.
- Ensures smooth return-to-work transitions for employees and managers.
- Escalates complex issues to manager, however - works to determine method for resolving complex cases.
- Ensures proper and timely handling, tracking and record maintenance of all intermittent and consecutive leave requests. This includes reviewing requests, keeping leave database and related logs up to date, sending out communications (via emails and letters) to supervisors, and employees, running reports/queries, and meeting with employees.
- Develops and conducts leave trainings for all employees.
- Provides data and trend analysis, as well as recommendations as to how the department can improve policies and procedures, making them more efficient and effective with current resources.
- Serves as the department’s point of contact with regards to absence management to the US DOL, SF CAP, DHR, as well as other transit agencies.
- May coordinate and reviews the work of subordinate staff.
- Regular and reliable attendance and performance is required.
- Maintains high level of confidentiality.
- Performs other related duties and responsibilities as assigned.
How to qualify
MINIMUM QUALIFICATIONS:
- Possession of a baccalaureate degree from an accredited college or university AND
- One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:
Education Substitution: Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
Experience Substitution: Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience
Notes:
1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

- Effectively provides program related advice and counsel to managers, employees, union representatives regarding program.
- Advance level in using computers, software such as Microsoft Office (Word, Excel, PowerPoint, Access), Adobe platforms and other HRIMS systems.
- Experience developing and maintaining databases, data systems and reorganizing data in a readable format.
- Experience using PeopleSoft and/or running queries.
- Experience performing analysis to assess quality and meaning of data,
- Knowledge of federal, state, and local Leave of Absence legislation/policy.
- Knowledge of the Civil Service Rules and relevant Collective Bargaining Agreements and Memoranda of Understanding.
- The ability to provide analysis and apply proper techniques to solve complex problems.
- Demonstrates excellent planning and organization skills.
- Demonstrates excellent verbal, written and presentation communication skills.
