The Office of Civic Engagement & Immigrant Affairs is a policy, compliance, grantmaking and direct services agency under the City Administrator’s Office. OCEIA’s mission is to promote inclusive policies and foster immigrant assistance programs that result in full civic, economic, and linguistic participation. This mission is rooted in a vision of a safe, inclusive, and equitable San Francisco where everyone, regardless of status or language, can thrive and contribute.
Immigrant rights and language access are key steps to immigrant integration and full civic participation in San Francisco. Language Access for Limited English Proficient (LEP) individuals is mandated by federal, state, and local law. To assist immigrants, residents, and City departments, OCEIA promotes civic engagement and immigrant integration, and has initiated several interrelated projects including community safety, citizenship, legal assistance (affirmative relief and deferred action), workforce development, fellowships, and language access.
The Office of Civic Engagement & Immigrant Affairs (OCEIA) is seeking a talented, creative team player with high leadership, management, analytical, interpersonal and communication skills. Role description
This is an executive position and appointing authority that directs and oversees all aspects of OCEIA’s strategic plan, work and operations, and staffs the 15-member San Francisco Immigrant Rights Commission (IRC). Under broad policy direction, the position creates and carries out the mission and long-term vision of OCEIA, to engage, inform, meet the needs of, and ensure the safety, participation, inclusion and wellbeing of immigrants and individuals for whom English is not a first language. The Executive Director establishes policies and determines priorities; adjusts approaches to anticipate or respond to emerging and/or urgent issues; directs the allocation of resources to achieve timely outcomes and measurable goals within budget guidelines; coordinates and implements program planning; and defines organizational structure, staffing requirements, resource allocation and identification in accordance with civil service rules, human resources guidance and labor agreements. The position oversees OCEIA’s budget, grants administration, strategic planning, and all other aspects of day-to-day management.
Primary duties and responsibilities include but are not limited to the following:
- Provides leadership, vision, and direction to the OCEIA staff
- Manages and oversees all OCEIA operations and the work of all OCEIA divisions; directly supervises department senior staff and executive team. Monitors the work of senior and management staff; coaches, develops and motivates staff to achieve high performance, inner work standards and commitment to public service.
- Develops and implements strategic plans, policies, goals, objectives, and priorities; sets procedures, administrative monitoring practices and controls to obtain smooth and effective OCEIA operations.
- Supports the Immigrant Rights Commission in its mission to guide the Mayor and Board of Supervisors on issues and policies that impact immigrants who live or work in San Francisco.
- Oversees the analysis of State and federal immigrant integration policies; and participates in departmental, interdepartmental, and external stakeholder meetings to implement programs and initiatives related to immigrant integration and immigration legal services.
- Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
- Plans, coordinates, leads, and evaluates immigrant protection and integration programs and develops innovative programs that strengthen immigrant communities
- Collaborates with City departments to identify and address barriers to access to services for immigrant populations.
- Oversees implementation of and citywide compliance with the San Francisco Language Access Ordinance; trains, assists and develops tools for City departments to better serve clients and residents for whom English is not a primary language; oversees investigations of complaints or violations of immigrant language rights.
- Serves as OCEIA spokesperson and liaison with elected officials, Mayor’s Office, City Administrator and a variety of other City/County leaders, policy-making officials, and officials of outside agencies.
- Explains and justifies Departmental or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Five (5) years of professional experience in a major functional area related to OCEIA’s work of which three (3) years include experience supervising professionals.
Substitution: Applicants may substitute up to two (2) years of the required education with additional qualifying experience. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Desirable Qualifications
- Graduate degree (Master’s Degree or higher) in International Relations, public administration, public affairs, public policy, immigration, education, ethnic studies, education, or another field related to OCEIA’s work.
- Experience performing policy analysis, serving immigrant and underserved communities, and managing budgets, staffing and strategic planning and implementation.
- Inclusive, results-oriented leader with a deep understanding and experience with community engagement, immigrant integration and workforce development, and who can guide and develop teams in implementing community-based and resident-driven models of change.
- Substantive leadership experience in immigration policy issues, including prior work with demonstrated outcomes in advancing immigrant equity as well as addressing disparities and disproportionality; possesses strong knowledge of equity, racial, immigrant and language access justice.
- Excellent oral/written communications skills; high interpersonal and leadership skills.
- Bilingual language skills are highly desirable

Compensation: $155,636 - $198,692 annually
