The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

THE PORT’S WATERFRONT RESILIENCE PROGRAM

The Port of San Francisco is a public enterprise agency of the City and County of San Francisco, responsible for 7.5 miles of waterfront from Hyde Street Pier in the north to India Basin in the south. Established in 1863 by the State of California and transferred to the City in 1968, the Port develops, markets, leases, administers, manages, and maintains over 1,000 acres of land, infrastructure, and buildings along the Bayfront including two National Register Historic Districts, hundreds of small businesses, nearby housing, maritime and industrial uses, and many of the region’s most popular open spaces and attractions. The Port’s jurisdiction also includes important regional and citywide assets, including transportation networks like BART and Muni, critical utilities including drinking and wastewater, and key emergency response facilities.

The Port’s Waterfront Resilience Program was created to ensure the waterfront, and its important regional and citywide assets, are resilient in the face of earthquakes, flooding, sea level rise due to climate change, shoreline erosion, and extreme storms.  The waterfront has a history rich with innovative adaptation, and resilience is forged in the Port’s identity. We have a once in a generation opportunity to not only defend our waterfront from future flood and earthquake risks, but also to improve and rejuvenate the waterfront, improve the City’s connection to the Bay, and bring benefits such as more open space, enhanced mobility, safety and jobs.  The Program is growing and is at an exciting moment where major adaptation strategies are being developed and early projects are being advanced toward construction.

Role description

This Project Manager I position is one of several project management positions within the Program and, working under direction of the WRP Deputy Director of Engineering and Project Delivery, will be responsible for supporting successful design and delivery of complex waterfront projects and technical studies.  The WRP is currently advancing Early Projects to improve earthquake safety and flood resilience in the near-term, as well as working with the US Army Corps of Engineers (USACE), City partners, and public stakeholders to develop and evaluate Waterfront Adaptation Strategies to improve long-term resilience.  This position may include managing one or more smaller projects, managing technical work on the USACE Flood Study, or functioning as an assistant project manager on larger projects.

WRP projects are located along the highly urbanized and active Port waterfront and may include rehabilitation, earthquake retrofitting, and flood proofing of existing facilities, or the creation of new facilities and waterfront infrastructure.

The Project Manager’s duties include:

• Planning, organizing, directing, and controlling all or part of complex Waterfront Resilience projects during pre-design, detailed design, contract documentation, construction, and closeout;
• Managing work of a multi-disciplinary technical staff across organizational boundaries including the work of consultants, agency and City staff, and contractors
• Preparing, monitoring, and controlling project scope, budget and funding plans, schedules, and expenditure forecasts
• Coordinating review of presentations, studies, and design submittals including resolving conflicting reviewer comments and tracking resolution;
• Tracking, recording, and reporting out on project progress, issues, risks, and decisions;
• Actively seeking to resolve project issues and secure decisions including escalating up in a timely manner;
• Making presentations to internal and external stakeholders, the Port Commission, and other City agencies;
• Preparing Requests for Proposals, negotiating and monitoring consultant contracts, and developing Memoranda of Understanding with City Agencies;
• Participating in Program development and monitoring of Program goals, key performance indicators, risks and budgeting;
• Working collaboratively with communications team on public messaging and stakeholder engagement and incorporating approvals into project schedule;
• Making recommendations on how to increase speed, efficiency, or quality of project delivery;
• Participating in managerial meetings with the Port Divisions and other City agencies as needed;
• Reviewing and manage workload assignment to project staff and interns;
• Managing Environmental Review processes and obtaining permits and regulatory approvals.

How to qualify

Possession of a Bachelor’s degree from an accredited college or university with major course work in engineering or architecture and four (4) years of responsible architectural, engineering or construction management experience; OR

Possession of any bachelor’s degree and six (6) years of responsible experience in a field directly related to the project; OR 

Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project; OR

Valid California Registration as a Professional Engineer or Architect, plus four (4) years of project coordination experience; AND 

Possession of a valid California driver’s license (to be presented at time of appointment).   Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

• Excellent communication skills (verbal and written) to communicate technical information to a wide variety of people;
• Familiarity with CEQA and NEPA and an understanding of the unique regulatory environment of the San Francisco Bay shoreline as it applies to capital projects;
• Ability to collect, analyze, and interpret complex data; assess information in a variety of forms from multiple sources; and make recommendations based on that data and information;
• Experience managing multi-disciplinary engineering projects throughout design, alternatives analysis, creating and reviewing construction drawings, preparation of bid packages, construction support and inspection, and code interpretation;
• Familiarity with marine structures.

Salary range: $160,316 - $172,614 annually
