Role description

The Refuse Rates Analyst reports to the Refuse Rates Administrator and serves as the principal analyst in planning, reviewing, and administering Citywide Refuse Rate applications, covering recyclable and non-recyclable waste as well as compostable materials, financial compliance monitoring and reporting, and supports the Refuse Rates Administrator with all Refuse Rate Board hearing matters.  This role is responsible for complex rate analysis, rate application reviews, and serves as the Controller’s Office lead analytic support along with the Refuse Rates Administrator before the Refuse Rates Board.  The position supports and helps to operationalize the Refuse Rate Board’s actions along with related Board of Supervisors legislation, assisting with analytical support to ensure timely implementation and ensures timely, accessible information is available for policymaker deliberations and public consideration, for their use to assess when future rate hearing proceedings may be needed to promote fair and reasonable rates.

Essential Functions:

  • Leads the review of key components of any proposed rate applications, the development of rate application required templates and associated line-item detail requirements.
  • Develops recommended Rate Orders, consistent with San Francisco Charter provisions, and administers approved Rate Orders in coordination with the Refuse Rates Administrator.
  • Prepares analyses that support the development, implementation and administration of refuse rates and charges, ensuring consistency with all local and state laws and regulations, in coordination with the Refuse Rates Administrator and City Attorney’s Office.
  • Represents, periodically, the Refuse Rates Administrator and Controller’s Office in rate-related matters at the Refuse Rate Board, City Department Commissions, the Board of Supervisors, as well as at community group meetings, workshops, and other rate-related events.
  • Manages, directs, analyzes, and administers any related cost of service/rate application studies and/or compliance reviews in coordination with the City Services Auditor.
  • Supports the development of both short- and long-term rate planning and transparency to help ensure rate affordability, fairness, and sustainability.
  • Ensures timely and complete response to rate-related information requests from the Public, Policymakers, City Departments, and the Controller.
  • Monitors and provides accurate, consistent, and timely financial, operational, statistical, and related rates information for use by City Departments, Controller’s Office management, Policymakers, and the Public.
  • Monitors compliance reporting and rate, financial statement reporting and audited financial statements of the City’s Refuse Provider(s).
  • Monitors and provides timely public information request and media responses, in coordination with the Controller’s Office Administrative Support & Website Teams.
  • Reviews and manages consultants, as needed, to ensure contracted work timeliness, completeness, and quality assurance.
  • Maintains a high standard for quality assurance and quality control for all analytical work product and regulatory support functions.
  • Supports the development of reports for the Public, Policymakers and the Controller and Deputy Controller.
  • Provides assistance and advice to other City and Controller’s Office staff.
  • Performs other complex rate reviews (refuse and non-refuse) and administrative duties, as may be assigned.

Working Relationships

Provides support and assistance to the Refuse Rates Administrator and Controller’s Office staff, including key collaboration with City Services Auditor staff and as-needed rate, compliance and/or audit consultants. Supports and periodically represents the Rates Administrator in rate-related matters at Departmental Commissions, the Board of Supervisors, the Refuse Rate Board, as well as with the Media, San Francisco Ratepayers, Community Groups and to other agencies and regulators.

How to qualify

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education: A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying. B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Desirable Qualifications:

  • The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.  The ideal candidate has/is:
  • Experience in complex rate setting and administration, including rates subject to California Propositions 26 and 218.
  • Experience developing rates and rate structures that ensure affordability, fairness, equity, and environmental sustainability by ratepayer type and service.
  • Experience implementing regulation, pilot projects and applying lessons learned.
  • A motivated leader who is professional, team oriented, collaborative, and politically savvy. 
  • A proven ability to interact skillfully and tactfully with people at all levels of the organization, government agencies, community partners and business representatives. 
  • Strong project management and effective communication skills, including organizing and facilitating meetings and presenting technical information to diverse groups of stakeholders.
  • Willingness to flex between administrative and analytical duties.
  • Excellent attention to detail.
  • Ability to clearly and concisely explain complex analyses and concepts to all audiences, technical and non-technical. 
  • Ability to conduct oral presentations to senior management and stakeholders.
