APPOINTMENT TYPE: Permanent Exempt - This is a full-time, Permanent Exempt (PEX) position, with a maximum duration of 36 months and is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Role description
Under general direction of the Director of Finance and Administrative Services, this position oversees all personnel and payroll functions including, Recruitment and Selection, Employee/Labor Relations, benefits administration, Leave Administration, Training and Professional Development, Workforce safety, and Staffing budgets. This position manages a full range of human resources expertise in the following areas: recruitment and hiring, classification review, compensation including salary surveys, consulting and advising managers and supervisors on HR matters and related personnel rules, policies and procedures, implementation and enforcement of HR policies and procedures. Conducts a variety of studies, investigations and analysis. Supervises four employees and performs related duties as required.
Examples of Important and Essential Duties
- Plan, manage, monitor, evaluate and supervise department wide human resources/payroll operation.
- Represent Adult Probation in negotiations and meetings with DHR, Labor Unions, City Attorney, HRC, Civil Service Commission and other City departments.
- Interpret and ensure compliance with CSC Rules, City Charter, Collective Bargaining Agreements (CBAs) and other employment laws and regulations.
- Manage the implementation of various human resources programs.
- Advise and consult with managers and staff.
- Provide high level of customer service to APD staff
- Conduct jobs analysis and organize recruitment activities
- Prepare clear, concise written materials including letters, reports, memos etc.
- Coordinate with agencies for the processing of New Employees, Background Investigations
- Clearance, Psychological and Medical Examinations.
- Coordinate and manage the processing of human resources and payroll transactions
- Manage division analytics and reporting
- May perform other duties as assigned
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Five (5) years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations of which three (3) years must have been in a supervisory role, supervising professional staff involved in the more difficult and complex matters associated with recruitment and selection, employee and/or labor relations, classification and compensation, benefits administration and human resources operations.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience (note, the advanced degree cannot substitute for the required supervisory experience).
Desirable Qualifications
- Experience with advancing equity and inclusion in the workplace through trainings, policy development, service delivery, etc.
- Experience in public sector labor relations, including labor negotiations, overseeing and performing investigation functions, and grievance arbitrations;
- Demonstrated and successful experience formulating and implementing effective solutions of complex issues and problems, including oversite of complex audits, analysis, and investigations; and
- Public sector experience managing recruitment and selection functions.
- Proficiency in PeopleSoft
