Role description
As pursuant to Department of Transportation (DOT) regulation 49 CFR Part 391, 41-49 and 392 and under general direction of the License & Medical Manager, the 1244 Senior Human Resources Analyst manages the activities and performance of personnel in the L&M Unit. Serves as a team leader or assistant team leader in supervising License & Medical (L&M) regulatory compliance and medical services policies/procedures as well as contractual agreements between the Agency and service agent performing L&M related services. Resolves conflicts and concerns due to L&M issues, ensures proper and effective coordination for services, employment concerns, and operational priorities, and is responsible for development and implementation of L&M management filing system for records effecting over 3,000 safety- sensitive employees.
Examples of Important and Essential Duties:
- Assists L&M Manager in scheduling meetings and providing agenda topics, report writing and general overall support.
- Assists in the development, administration and monitoring program vendors and stakeholders:
- Medical Service Providers Zuckerberg San Francisco General Hospital (ZSFGH), Concentra and/or other medical facilities.
- DMV | File Generation Program and DMV On-Line Program (3270)
- DOT | FTA | FMCSA Compliance Monitoring
- Coordinates and monitors the various components of the Federal, State and Local mandated L&M programming:
- California Public Utilities Commission (CPUC)
- SFMTA Fitness for Duty Policy and Procedure
- Civil Service Commission (CSC)
- CA DMV Pull Notice Program
- Provides assistance policy guidance for professional staff responsible for the regulatory components of the L&M Program.
- Provides assistance to L&M manager; may interpret, analyze, suggest policy and procedures updates as needed for changes in federal, state, and local regulations and updates pertaining to L&M of safety sensitive employees.
- Team leader coordination for DOT | FMCSA training for managers, supervisors and employees as needed.
- Conducts Performance Evaluations for subordinate staff.
- Provides assistance in monitoring and budget of contractors/vendors.
- Implements corrective strategies to address problems experienced by operating divisions as a result of L&M program changes.
- Analyzes and digitizes over three thousand nine hundred and ninety-eight (3998) files and coordinate internal processing requirements.
- Provides materials related to the project, including letters, reports, notices, memorandum, and forms including weekly, monthly and quarterly reports to the Wellness Manager.
- Performs other related duties as assigned.
How to qualify
MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
Substitution:
Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Experience Substitution
- Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
- Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.
Notes:
1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Desirable Qualifications:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Supervisory experience and/or serving as a team leader in Human Resources related functions.
- At least two (2) years of administrative experience interpreting Federal, State and Local policies and procedures related to Mass Transit.
- Experience in data management and/or record systems.
- Experience in collection and review of data analysis programs.
- Ability to communicate clearly and concisely both orally and in writing.
- Ability to work independently and as a member of a team.
- Detail-oriented.
- Experience working with diverse workforce of people with different cultures and backgrounds.
- Knowledge of the DOT regulatory requirement for Class A/B and C licenses.
- Ability to meet timelines, deadlines, and prioritize multiple assignments.
- Proficient in Microsoft applications such as Word, Excel, Access and Outlook.
- Knowledge of federal, state and local regulations pertaining to transportation.
- Ability to analyze and utilize data to create spreadsheets, charts and reports.
- Possession of a valid Class C Driver License.
- Experience with Microsoft Office Suite.
