    Role description

    ABOUT WATER ENTERPRISE
    The Water Enterprise manages our complex regional water supply system featuring reservoirs, tunnels, pipelines, and treatment plants. We serve 2.7 million Bay Area residential, commercial, and industrial customers with high-quality, great tasting water every day. Our protected watersheds in Tuolumne, Alameda, and San Mateo counties ensure that we deliver safe, reliable water throughout our service area.     POSITION SUMMARY
    Under general direction the Chief Stationary Engineer, Water Treatment Plant Operator, is responsible for the safe and efficient operation and maintenance of machinery and equipment in a large complex water treatment plant facility or water distribution system. Positions in this Class may be located in San Bruno or Sunol.

    The essential job functions may include, but are not limited to, the following:

    • Assigning and directing the activities of subordinate personnel in a water treatment plant; instructing and supervising subordinate personnel in the operation and maintenance of water treatment equipment, including pumps, motors, chemical feeders, chemical feed pumps, mixing, clarification and solids handling equipment, instrumentation, backup power supplies and controls, valves and filters used to control the quality of water distributed for domestic use; supervising and reviewing personnel performing water quality analyses and plant and distribution operations to maintain water quality and proper chemical dosage in a water treatment plant and/or distribution system.
    • Reviewing and evaluating plant performance to ensure regulatory compliance with state and federal standards; reviewing plant operating logs, SCADA historian, and preparing operational reports.
    • Communicating with departmental personnel, regulatory agencies, outside vendors, other organizations and the public regarding operation and maintenance activities of the water treatment plants.
    • Making recommendations regarding operational and maintenance work procedures including employee training and safety; reviewing plant modification plans prepared by others and making recommendations to appropriate managerial personnel.
    • Planning, prioritizing, coordinating, and supervising the work to be performed by employees of other trades, crafts, divisions, and contractors; initiating preventative and corrective maintenance work orders, inspecting and reviewing completed work.
    • Perform other related duties as required.

    How to qualify

    If you are interested in this job, we are looking for people that have the following minimum qualifications:  

    Experience: Six (6) years of experience in the operation, maintenance and repair of mechanical and electrical machinery and equipment in a 10 million gallons per day (MGD) or larger water treatment/filtration plant, or water distribution system of which, two (2) years must have been in a supervisory capacity. 

    Note: one year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    License and Certification:

    1. Possession of a Grade V Water Treatment Operator Certificate or Grade IV Water Distribution Operator Certificate issued by the State Water Resources Control Board. (For positions at City Distribution Division, a Grade IV Water Distribution Operator Certificate is required.)
    2. Possession of a driver's license issued by the State of California Department of Motor Vehicles.

    Special conditions: Must possess a current Grade V Water Treatment Operator Certificate issued by the CA Water Resources Control Board for positions at Water Supply and Treatment Division. Applicants who currently possess a Grade IV Water Treatment Operator Certificate may participate in the examination but will remain under waiver of appointment on the eligible list until proof of a Grade V Water Treatment Operator Certificate is submitted.

    The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code.

    Note: Upon appointment to Class 7245 employees may be required to take a state mandated respirator and self-contained breathing apparatus (SCBA) medical examination (renewed annually) and be clean shaven for respirator and self-contained breathing apparatus use. Employees may be required to pass CPR training annually and first-aid training tri-annually.

    Working Conditions: Walking and/or driving several miles a day to inspect facilities and remote pumping stations; using a respirator when conditions warrant, climbing and working off ladders (up to 16 foot); working in a damp environment and confined spaces; auditing alarm screens and identifying different levels of audible alarms; identifying leaks by smell in case of emergency; working on weekends, holidays, shifts, and overtime, as needed.

    The Chief Engineer, Water Treatment Plant Operator, will serve in the roles of superiors and subordinates during their intermittent absences, and will take on special assignments related to the assurance of staff competencies, operations efficiency and regulatory compliance. This position may also be required to work on emergency standby on a rotating basis to provide operational support, instruction, and if necessary, in-person operation of the San Francisco Regional Water System during off-hours.

    SELECTION PROCEDURE

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

    Minimum Qualification Supplemental Questionnaire
    Applicants will be required to complete both a Minimum Qualifying Supplemental Questionnaire (MQSQ) and a Supplemental Questionnaire (SQ) Exam. Both sections must be completed by the application deadline. The MQSQ will determine if applicants meet the minimum qualifications for the position. The information provided on the qualifying questionnaire must be consistent with the information on the application and is subject to verification. 

    Supplemental Questionnaire Examination (Weight 100%)
    The Supplemental Questionnaire is an exam and contents will be evaluated and scored.  Applications must be submitted during the online application process. The purpose of the Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas which have been identified as critical for this position.

    Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director. The department may administer additional position-specific selection procedures to make final hiring decisions.

    Certification Rule: 
    The certification rule for the ranked eligible lists resulting from this examination will be Rule of 3 Scores. The department may administer additional position-specific selection procedures to make final hiring decisions. 

    Eligible List/Score Report:
    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

    The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.

    DRUG TESTING REQUIREMENT: Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by IUOE Stationary Engineers, Local 39, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.
