Role description

Reporting to the Director of Research & Planning, the Youth Justice Transformation Coordinator will collaborate with partner agencies, youth, families, community stakeholders, and San Francisco Juvenile Probation Department (JPD) staff to implement transformative initiatives that are healing-centered, family-centered, community-centered, culturally responsive, and grounded in racial equity. These initiatives will be aligned with the mission and racial equity goals of the Department and the recommendations of the Juvenile Probation Commission, the Mayor’s Blue Ribbon Panel on Juvenile Justice Reform, and the Board of Supervisors’ Close Juvenile Hall Working Group. The Youth Justice Transformation Coordinator will perform detailed analytical work in a variety of functional areas regarding administrative, management, fiscal, and organizational issues, such as, program planning and implementation, legislative analysis, policy and procedure development, communications, and grant administration and monitoring, to contribute to the sustainable transformation of San Francisco’s juvenile justice system.

Essential Duties & Responsibilities

1.       Develop and enact detailed implementation plans to support juvenile justice system transformation, in collaboration with youth, families, community-based organizations, and partner government agencies, in close coordination with the Probation Services, Juvenile Hall, and Administrative & Finance Divisions.

2.       Research, analyze, and translate recommendations from citywide juvenile justice initiatives, and emerging, promising, and best practices into operational policies, procedures, and programs that prevent and reduce justice system involvement, and advance effective and evidence-based community-based programming, diversion initiatives, probation supervision practices, and out of home placement and reentry programming.

3.       Work collaboratively with the Department of Children, Youth, and their Families to coordinate activities related to the procurement of community-based services for juvenile justice system impacted youth through justice reinvestment efforts.

4.       Develop and implement communication strategies to advance transparency with the public and formalize opportunities for regular information sharing and input gathering from youth, families, and the community to inform Department policies and practices, including, but not limited to written materials, web content, and community forums. Support internal communication efforts across JPD Divisions to support effective implementation of new programs, policies, and practices.

How to qualify

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration.

One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications

  1. Experience implementing evidence-based and promising practices at the local level.
  2. Exceptional verbal communication skills with the ability to effectively work with others and influence and communicate with a wide range of stakeholders, including youth, families, community, and law enforcement.
  3. Strong writing skills and experience drafting, revising, and implementing written plans, reports, presentations, policies, and procedures.
  4. Lived experience with the juvenile justice system and/or child welfare system.
  5. Professional juvenile justice, criminal justice, or social services experience in the government or nonprofit sectors.
  6. Experience with transformational change in large organizations and/or government agencies.

Salary and Benefits

Additional Information Regarding Employment with the City and County of San Francisco:

Appointment Type

This is a Full-Time Permanent Exempt (PEX) position exempt from the Permanent civil service (PCS) process, serving at the discretion of the Appointing officer. Incumbents will be required to succeed in the civil service examination for this classification to be considered for a PCS appointment.
