Role description
Under general direction, the Debt Manager will assist the Capital Finance Director in administering airport business and finance activities, and has primary responsibility in heading the functional areas of capital financing, interest rate analysis and credit facility negotiations, commercial paper program and bond fund management.
The essential functions of this position include:
- Managing the day-to-day operations of the Airport’s complex $600 million Commercial Paper Program;
- Managing the operations of variable Rate debt portfolio that includes analyzing and monitoring the performance of re-marketing agents and reporting on the portfolio’s performance to Airport senior leadership, and ensuring funding transactions are executed correctly;
- Managing the interest rate swaps portfolio that include ensuring regular payments are made to counterparties, preparing or overseeing the preparations of extensive documentation (including reports to senior management) and continuous monitoring to ensure parties are aligned and in compliance with the documents;
- Providing daily management and leadership, and having decision-making authority regarding debt financing;
- Assisting in the planning and development of debt management policies and procedures to implement the debt management goals and objectives of the Airport;
- Assisting the Capital Finance Director in the management of more than $8 billion in outstanding debt (including debt that will be issued in the future to maintain and update aging facilities), including legislative matters;
- Supervising the work of mid-level staff and representing the Airport before the Airport Commission, Board of Supervisors, rating agencies, institutional investors, governmental agencies and other industry groups;
- Presenting at national conferences related to debt administration; and
- Acting for the Capital Finance Director, as required.
Additional duties include:
- Supervising the maintenance of a financial plan for capital project funding;
- Coordinating the sale of airport bond and commercial paper note issues;
- Directing and coordinating the preparation and analysis of airport statistical records and reports as a basis for making recommendations to the Airport Commission, the Federal Aviation Administration and other agencies;
- Performing interest rate analysis for the optimal negotiation of rates;
- Bond financing and budgeting for purposes of setting airport rates and charges;
- Supervising and participating in the preparation and maintenance of financial, business and related records and reports;
- Overseeing the development of the operating budget for Capital Finance functions;
- Overseeing the contract administration functions in the execution of financial agreements and procurement of professional services related to debt administration; and
- Performing other related duties and special projects as assigned.
How to qualify
Education:
Possession of a Bachelor’s degree from an accredited college or university.
Experience:
Five (5) years of professional experience in the investment banking, financial advisory, or fixed asset management industries. Qualifying experience must include at least three (3) years supervising professionals in financial analysis and accounting.
Education Substitution:
Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
Experience Substitution:
Possession of a Master’s degree from an accredited college or university may be substituted for up to one (1) year of the required experience (but may not substitute for the required supervisory experience).

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience in municipal finance, credit analysis, capital markets, or public policy highly desired.
- Excellent oral and written communication skills.
- Knowledge of Federal, State and local regulations pertaining to capital financing.
- Experience in managing complex a plan of finance for capital programs.
- Ability to conduct oral presentations to senior management and stakeholders.
- Experience with Commercial Paper program.
- Possession of a Bachelor's degree from an accredited college or university in Business Administration, Economics, Public Policy, or Finance.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation (Weight:100%):
Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
