The Department of Technology is the centralized technology services provider within San Francisco City & County government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents. The department has an annual operating budget of over $140M and contains over 240 employees. Core service areas include: Infrastructure and Operations, Technology Security, Service Delivery & Management, Enterprise Applications, Project Management Office, Public Safety Systems & Wiring, Affordable Housing Broadband, Technology Administration, Policy & Governance, IT Public Communications and Office of Innovation.
The Office of Innovation drives strategic priority initiatives within the Mayor’s Office using data, design, and community engagement. We prioritize hands-on learning, collaboration, and creative problem solving. The Office includes the I-Team, which focuses on redesigning government interactions to improve outcomes for city residents, and Civic Bridge, which leverages pro-bono partnerships to drive innovation in City departments.
Role description
We are seeking an experienced analyst with familiarity coordinating projects across departments, teams, and sectors. This position will scope and oversee our public-private partnership through the Civic Bridge program, and advocate for innovative responses to technical challenges in the City. They will also work to develop new partnership opportunities between the City, educational sectors, and non-profit sectors, as appropriate. They will need to build relationships, manage against strict project deadlines, and develop a strategy for incorporating new ideas into large organizations.
Position Responsibilities:
- Project Management of 2022/23 Civic Bridge Cohort
- Identifying Opportunity areas for experience design within the program
- Developing materials and processes for onboarding and ongoing structure that navigate ambiguity in project challenges
- Developing opportunities for additional partnership / pro-bono models, including non-profit technical assistance,
- Developing an impact framework for department partnership work
Work Location:
Incumbent will conduct the majority of work at the Mayor’s Office of Innovation in City Hall, at 1 Dr. Carlton B. Goodlett Pl. in San Francisco). However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.
Nature of Work:
Incumbent must be willing to work 40 hours per week, with at least 3 days in-person. Travel within San Francisco may be required.
Job Appointment Type:
One (1) Permanent Exempt (PEX) - Full Time is excluded by the Charter from the competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to thirty-six (36) months.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

$94,900 to $115,362 annually ($45.6250 to $55.4625 hourly)
