Role description
Reporting to the Worker's Compensation Division Director, the Assistant Director of Workers’ Compensation Finance and Technology provides financial oversight, budgeting, billing, accounting, banking, and reconciliation of approximately $120 million in workers' compensation payments/expenditures plus the allocation of overhead expenses to CCSF departments, including SFMTA and the Community College District. The work is subject to audit from the City's Controller and Mayor's Budget Office. Reporting to the Deputy Director of Worker's Compensation Division, the Assistant Director Manager manages a team of 5 people.
In addition to the financial responsibilities, the Fiscal Manager manages the technological interfaces with the electronic claims system (Claims Enterprise through Ventiv Technology) tracking financial transactions as well as claim file image imports from contracted service vendors. Working directly with the software technology staff and contracted vendors they ensure that financial exports and data imports are working smoothly, performs all system testing for updates and new interfaces prior to implementation, and recommends new technology to improve the efficiency of the Workers’ Compensation Division. Above all, the Assistant Director of Finance & Technology is responsible for the financial integrity of the Workers' Compensation Division and ensures compliant data reporting to State and Federal programs
Duties of the position include:
- Responsible for the workers' compensation budget, accounting, banking transactions, cash handling, reconciliation, and bill payment operations for the City's workers' compensation program.
- Ensures that the electronic claims management system properly captures all fiscal transactions in individual workers' compensation claims against the City, including SFMTA. Oversees import and export files to governmental agencies and contracted vendors from the Claims system (eg. Centers for Medicaid & Medicare, California Workers' Compensation Information system, Medical Bill Review imports, Utilization Review documents) to ensure compliance with state and federal requirements and appropriate claim file documentation.
- Oversees and manages a team who calculate and prepare reports for expenses charged to the appropriate department's workers' compensation claims, tracks vendor lists and qualifications, prepares federal tax forms for all payees.
- Determines appropriate charges from contracted vendors.
- Calculates the cost of administration of workers' compensation claims to prepare the overhead allocations to all departments based on the mayor's established methodology.
- Ensures that required reports to state and federal programs are properly prepared and submitted.
- Oversees multiple technology interfaces from external business partners with the Workers' Compensation Claims Enterprise system from implementation of new technology, migration to new partners, oversight, and programming to ensure contract compliance.
- Explores and evaluates new technology, including new offerings from existing business partners or other sources and evaluates need for new contract development to improve program services.
- Oversees contract development and services for the Workers' Compensation Division.
- Serves as primary liaison with the Controller's office, the Mayor's Budget Office, and departmental finance management in the development and ongoing assessment of the workers' compensation fund.
- Serves the Department of Human Resources as backup approver for budget expenditures at deputy director level.
- Provides training to staff and contracted third-party administrator on the proper use of all electronic systems, including the claims system, the internal Knowledge Base information system, and the general use of technology used in the Division.
- Ensures that payments prepared by Claims Assistants are appropriately made and dispersed.
- Responsible for all cash transactions and annual training to staff.
How to qualify
Minimum Qualifications:
- Bachelor's degree in public administration, business administration, economics, finance, accounting or related field. AND
- Five (5) years of professional experience in financial/fiscal analysis and management. This experience must include three (3) years of experience supervising professional staff.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
Desirable Qualifications:
- Advanced degree in accounting, public policy, or business administration is preferred, but not required.

Selection Procedures

2. Supplemental Questionnaire Exam (weighted 100%) - Candidates will be required to complete the Supplemental Questionnaire Exam as a part of the selection process. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position. Candidates who meet the qualifications of the position will have their supplemental questionnaires reviewed and rated by a panel of subject matter experts. a passing score on the Supplemental Questionnaire Examination must be achieved in order to be placed/ranked on the Eligible List.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
