About the Office of Economic and Workforce Development (OEWD)
The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to work and do business. OEWD is a dynamic department in the City and County of San Francisco that reports directly to the Mayor.
Background
OEWD’s Joint Development Division works on behalf of the Mayor and the City and County of San Francisco to manage large public and private real estate development projects with the goal of maximizing the creation of public benefits such as affordable housing and open space. The Joint Development team negotiates public-private development projects to leverage private investment for public good, often using negotiated entitlement contracts called Development Agreements. The Joint Development Division also serves as the City’s lead negotiator during the complex process of transferring and redeveloping underutilized public parcels, and acts as the principal conduit between federal, state and City departments, the private sector, and the many community interests involved. By structuring these projects as public-private partnerships, the City can create critical public benefits without diverting scarce resources from basic civic needs such as public health, police and fire services.
Since 2011, the Board of Supervisors has approved Development Agreements for Parkmerced, the California Pacific Medical Center, Schlage Lock, 5M, Sunnydale HOPE SF, Potrero HOPE SF, Plumbers Union, Pier 70, Mission Rock, India Basin, Potrero Power Station, Balboa Reservoir, and Laurel Heights. Several more such agreements are expected to be approved in the next few years. The Joint Development Division has a specialized implementation team, called the Housing Delivery team. The Housing Delivery team takes on a centralized implementation role to guide regular City collaboration and communication around approved Development Agreements, enhancing flow, efficacy, and communication from the negotiation process through implementation.
Role description
The Housing Delivery team is charged with coordinating the implementation of these complex projects in collaboration with developers and a number of City agencies as they move beyond entitlements and into their permitting and development stages. The Housing Delivery team is seeking a new implementation project manager for this role. Reporting to the Implementation Director, this individual will be responsible for ensuring that a portfolio of four to six approved Development Agreements move forward in a way that is consistent with City goals and priorities, as memorialized in the Development Agreements, as well a small portfolio of complex housing-related non-Development Agreement projects. Substantive areas of focus are likely to include horizontal infrastructure and vertical development, transportation demand management, affordable housing, permitting design controls and approvals, open space development, workforce development program compliance, as well as other project–specific considerations. The projects proposed for inclusion in this Development Agreement Implementation Project Manager (5502) position are especially technical and challenging in nature and are at a substantial dollar level. They continue over a multi-year period and require significant involvement in negotiation and consensus-building among a variety of interested individuals and groups. They are either especially large in physical size and/or are especially complex. For this reason, OEWD is seeking an advanced project management skill set for this position.
Essential duties:
1. Create and monitor complex schedules of project milestones and deliverables for a portfolio of four to six development agreements;
2. Coordinate and track the progress of a specific portfolio of approved development projects, coordinating with both private developers and City staff from various agencies, including the Planning Department, Public Works, the Public Utilities Commission (PUC), the Department of Building Inspection (DBI), the San Francisco Municipal Transportation Authority (SFMTA), the San Francisco Fire Department (SFFD), the Mayor’s Office of Disability (MOD), the Port of San Francisco, the Mayor’s Office of Housing and Community Development (MOHCD), as well as other City departments and California government entities like California State Department of Transportation (CalTrans) or the California State Lands Commission.
3. Manage and maintain effective relationships with private partners, including developers, architects, landscape architects, engineers and other technical consultants.
4. Identify challenges and potential delays to development project implementation in order to streamline the delivery of public benefits; propose creative solutions to these challenges based on knowledge, research, and analysis of development processes and economics, City policy, and/or other project and neighborhood-specific considerations;
5. Report the status of the implementation/fulfillment of the portfolio of development agreement obligations via annual compliance reports, web-based tracking systems and websites;
6. Represent OEWD in community and stakeholder outreach related to Development Agreement implementation; convene City departments and private partners as necessary to resolve key issues.
7. Report on the status of the portfolio projects to relevant commissions, community members, and the Board of Supervisors, as necessary;
8. Advise on OEWD’s future Development Agreement negotiations process, drawing upon knowledge gained through the work described in #1 through #7 above;
9. Manage a small portfolio of complex housing-related non-Development Agreement projects.

Engineering/Architectural Project Manager I
Project Size / Value - Project is approximately $5 to $30 million.
Technical Complexity A single component employing standard techniques; a substantial renovation of an existing facility or system; two or more disciplines.
Sensitivity Completion is not essential to continued functioning of department; could be deferred (although not indefinitely); no significant consequences if not completed on time.
Degree of Involvement by Interested Parties Multiple contacts, but not unusually controversial; provides information and explains but may not need to persuade, negotiate, or defend beyond normal working out of differences. Routine environmental and other permitting, routine interactions with other government agencies and City departments.
Desirable Qualifications
1. Two – five years of project management experience, ideally including development and/or horizontal infrastructure projects;
2. Significant experience with Microsoft Project or other similar schedule management software;
3. Experience with Microsoft SharePoint and PowerPoint;
4. Proven ability to coordinate with a diverse set of private and public partners;
5. Demonstrated confidence and interpersonal skills to achieve, maintain and manage effective working relationships at all levels, including with City department staff, intergovernmental staff, private partners, peers, management, and elected officials;
6. Excellent communication skills including strong writing skills and presentation experience;
7. Demonstrated experience in working effectively within a team environment;
8. Be a self-starter, highly motivated, able to shift directions quickly when priorities change, think through problems to come up with innovative solutions and deliver against tight deadlines.
