The San Francisco Municipal Transportation Agency (SFMTA or “the agency”) connects San Franciscans with their communities to enhance the economy, environment and, ultimately, the quality of life in the city. As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.

Role description
Under administrative direction, the 9174 Manager IV, Storeroom Operations Manager of the Transit Division is responsible for all aspects of storeroom operations for thirteen SFMTA storeroom facilities, including responsibility for quality, productivity, financial /inventory accountability, capital and material assets, and safety performance to provide best practices service in support of SFMTA Maintenance and Facilities.
This position will monitor and evaluate the effectiveness and efficiency of the service delivery system, organizational structure, staffing levels, financial and inventory systems, and other internal operations; identify alternative approaches or improvements; develop and administer the section/program budget; and perform related duties as assigned.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
- Plans, monitors, evaluates, supervises, and coordinates storeroom operations in support of SFMTA Maintenance and Facilities; advises and consults with other section managers and with division managers and deputy directors; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures; provides management advice to top-level administrative authority.
- Develops, implements, and maintains policies/procedures, administrative monitoring practices and controls to obtain smooth and effective operation of the section; coordinates work activities to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of division and Agency goals, objectives, policies, and priorities.
- Receives and analyzes department and Agency reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes; and collaborates in preparation of audit responses.
- Monitors and evaluates the activities of staff; takes appropriate steps to improve performance, including coaching or training.
- Directs the allocation of resources to achieve timely outcomes and measurable goals within the budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major Agency priorities.
- Monitors and evaluates the effectiveness and efficiency of the storerooms’ service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments, and changes.
- May serve as liaison for the Agency with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
- Develops and administers budget for storerooms; forecasts budget needs for staffing, equipment, capital improvements, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary; provides senior management with practical options and recommendations regarding potential cost overruns or other budget issues.
- Performs related duties as assigned.

- Knowledge of principles and practices of organization, administration, logistics and storeroom operations, fiscal and personnel management;
- Knowledge of Federal, State, and local laws, rules and regulations pertaining to the functional area of responsibility.

- Ability to identify problems and formulate and implement effective solutions to complex issues and problems;

- Ability to establish and maintain effective working relationships with government officials, Agency staff and members of other departments, agencies, and the public;
- Ability to effectively represent the Agency before boards and commissions in public meetings and hearings;
- Ability to present facts clearly and concisely orally and in writing, and prepare and present comprehensive reports.
NATURE OF WORK
Some evening and weekend work assignments may be required.
How to qualify
MINIMUM QUALIFICATIONS
- Possession of a bachelor’s degree from an accredited college or university required, with a preferred emphasis in Operations, IT, Business Administrations, Public Administration, or Supply Chain Management; AND
- Three (3) years of recent experience in supply chain management, inventory management, logistics, storeroom operations; AND
- Strong working knowledge and experience with automated inventory management processes and tools; AND
- Qualifying experience must include three (3) years in a management or supervisory capacity; AND
- Possession of a valid driver’s license.
Substitution
Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2000 hours) will be considered equivalent to (30 semester units/forty-five (45) quarter units.

- Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted.
One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
