Role description


About the Community Benefits Division of the External Affairs Bureau
The External Affairs Bureau at the SFPUC oversees the Agency's local, state and federal legislative and policy activities, communications and community engagement community benefits and environmental justice programs.  The Community Benefits Division develops the strategic frameworks for Agency-wide community benefits and environmental justice programs and activities, partners with community-based stakeholders and other City & County of San Francisco agencies, manages pilot programs, and evaluates community outcomes related to investments and partnerships. 

In January 2011, the SFPUC adopted a Community Benefits Policy to advance the agency’s responsibility to be a good neighbor to all those impacted by its activities and promote sustainability by adoption of a triple bottom line, which balances the SFPUC’s economic, environmental and social equity goals. 

About the Career Opportunity 
Under the direction of the San Francisco Public Utilities Commission (SFPUC) Chief Strategy Officer, Assistant General Manager, of External Affairs “the AGM”, the Director of Community Benefits (CB) will perform a broad range of managerial, professional, and analytical work. The CB Director will manage direct reports, lead internal collaboration with executive members and managerial staff of SFPUC Water, Wastewater, and Power Enterprises, as well as lead strategic, cross-sector partnerships to advance community, workforce and equity priorities.  The Director will establish and maintain a broad and deep network at all levels across the SFPUC and with external stakeholders, keeping the AGM abreast of all high viability matters. 

Essential Responsibilities Under Your Leadership 

This positions' following essential duties include but are not limited to:

The Director of Community Benefits will be responsible for crafting and advancing the SFPUC’s agenda and strategy to maximize positive community impacts that result from the SFPUC’s development and operation of its water, wastewater, and power services.  The position will oversee all aspects of the SFPUC’s community benefits, Social Impact Partnership Programs, and the Southeast Community Center work which focuses on:

  • Management of staff; direct the scoping and implementation of the community benefits components of all SFPUC capital projects; set and advance the SFPUC’s core objectives, goals, and plans to achieve positive community impacts as a result of the operation of SFPUC’s Enterprises.
  • Coordinate strategic partnerships with staff of public agencies, community organizations, contractors, and business leaders.
  • Develop proactive policy statements related to community benefits to be advanced at the local and state level; and 
  • Develop contract language, MOUs, and other documents to advance the SFPUC’s community benefits policy. 

The Director of Community Benefits will focus on advancing:

  • Environmental Justice policy implementation and related environmental programs that support the equitable preservation and expansion of clean, renewable water and energy resources, decrease pollution, reduce environmental impacts, and reward proposals for innovative and creative new environmental programs
  • The Kinder-to-Career strategies that support eco-literacy for our youngest learners, career awareness and exposure for youth and young adults and succession planning for current and future SFPUC staff to ensure a skilled and diverse workforce
  • Public art enrichment funds to ensure alignment with SFPUC mission, goals and activities, as well as alignment with local community priorities
  • Dynamic and robust educational programs to support eco-literacy and environmental stewardship specific to water, power and sewer
  • Equitable economic development strategies to promote inclusive small business opportunities resulting from the Agency’s operations and/or capital programs
  • Use of public land in a way that maximizes health and environmental sustainability and innovative ideas 
  • Diversity and inclusion programs and initiatives
  • Improvement in community health through SFPUC activities, services and contributions.
  • Stakeholder and community involvement in the design, implementation and evaluation of SFPUC programs and policies 

Nature of Work: May be required to work nights and/or weekends. 

Performs related duties and responsibilities as assigned.

How to qualify


If you are interested in a job like this, we are looking for people that have the following minimum qualifications: Applicants must meet the minimum qualification requirements by the Job Ad final closing date unless otherwise noted.

Qualify By:

Education: Bachelor’s degree from an accredited college or university. 

AND

Experience: Six (6) years of professional experience developing, managing and/or implementing policy, advocacy, social responsibility, strategic partnerships and/or community/economic/workforce development; experience must include three (3) years of supervisory experience.

Substitution: May substitute up to 2 years of education for Bachelor degrees with additional years of experience. An Advanced degree (master’s or above) may substitute for one year of experience.

Desired Skills and Achievements
The stated desirable skills and achievements may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

  • Possession of master’s degree in Public Policy, Urban Planning, Organizational Development/ Leadership, Sustainability or closely related field from an accredited college or university. 
  • Four years of experience in the utilities sector.  
  • Experience in coalition building and strategic partnerships to advance agency initiatives, policies, and goals.
  • Ability to work with all levels of an organization from the executive team to entry level positions to complete tasks and achieve objectives. 
  • Extensive experience with community advocacy for utilities and working with community partners.

SELECTION PROCEDURES
