The San Francisco Department of Public Health is accepting applications for a Chief of Staff, Director of Administrative Operations (0922 Manager I) position at Laguna Honda Hospital

Role description

Under the general supervision of the Chief Executive Officer, the Chief of Staff, Director of Administrative Operations (0922 Manager I) provides direct administrative support, assists in the design and implementation of management policy, and performs a variety of special analytical and administrative projects at Laguna Honda Hospital.  The incumbent serves as the Chief Executive Officer’s (CEO’s) Chief of Staff, Director of Administrative Operations providing support to Laguna Honda Hospital and Rehabilitation Center’s (LHH) Centers for Medicare and Medicaid Services (CMS) recertification efforts.  This position is critical to the efficient and effective functioning of hospital leadership.  Specific duties include evaluating and problem-solving operational issues that have a hospital-wide impact; establishing and maintaining effective liaisons with operating units within LHH; assisting in the development of strategic policy and procedures for hospital leadership and governing body; serving on various LHH committees; assisting in the development and preparation of internal and external communications for the LHH CEO; researches and prepares presentations for the CEO; prepares complex and sensitive reports and issues papers detailing recommendations; plans, analyzes and coordinates the development of administrative policies an and procedures; facilitates and coordinates projects that require participation and input from senior-level leadership; supervises administrative staff in Hospital Administration office and serves as the principal aide to the CEO. 

ESSENTIAL DUTIES:  
The Chief of Staff, Director of Administrative Operations (0922 Manager I) performs the following essential job functions: 

  1. Designs and conducts analytical and evaluative studies, including fiscal and budgetary analysis of programs or operations. 
  2. Maintains effective professional liaison relationships with departmental, city and county, state, and federal agencies. 
  3. Partners in the support of department/division and institutional projects, policy, and implementation, and serves as the primary resource for issues and communications. 
  4. Advises departments on best practices related to strategy and performance management.
  5. Manages all governance activities for the hospital, which includes monthly reporting where performance data is analyzed against strategic targets and benchmarks. 
  6. Attends and participates in hospital committees including the Executive Staff Committee, Senior Leadership, Administrative Operations, and recertification committees and meetings. 
  7. Supervises hospital Administration Office staff. 
  8. Leads project management efforts. 

The Chief of Staff, Director of Administrative Operations (0922 Manager I) performs other duties as required or assigned. 

How to qualify

Required Minimum Qualifications (all applicants must verify that they meet both elements below, including experience in a hospital or government-related environment): 

  1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university; 

AND 

       2. EXPERIENCE: Three (3) years of verifiable, progressively responsible, professional- level administrative work experience in a health or government-related environment. 

EDUCATION SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units. 

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.


Supervisory Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire Exam (Weight: 60%) Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: the ability to coordinate and evaluate long-term care and acute care hospital physical facilities, infrastructure, and processes that are critical to operations and problem-solve; ability to oversee and sustain care, maintenance, and development of long-term care and acute care hospital, the campus and multiple buildings, according to strategic and master plans, and knowledge of the principles and current applications of hospital management and the laws, rules, and regulations pertaining to long-term care, acute care hospitals, and health care clinics. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Licensure/Certification/Registration: Valid, unrestricted licensure/certification/registration as a requirement to perform this job must be kept current throughout length of employment. Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
Prior to appointment, at the Department's expense, applicants may be required to take a tuberculosis (TB) screening test, a medical examination and/or drug test.
