The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.
The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. Role description
Under direction, the Port Development Project Coordinator manages the development of complex commercial, maritime-industrial, industrial, public recreation and/or residential, mixed-use waterfront real estate projects for port property from conception to completion.
The essential function of the position is to assume responsibility for ensuring the successful completion and the day-to-day management of these large and complex public/private venture real estate development projects for the port, within the established time frame and budget. Additional duties may include leading negotiations with existing Port tenants regarding complex lease amendments. This position coordinates the efforts of various port divisions to complete all phases of a development project and complex leasing assignments. The Development Project Coordinator is responsible for formulating projects with partners that maximize the economic benefit of port property and for implementing such plans by directing and coordinating the involvement of internal and external parties.
The essential functions of this position include:
- Plans, manages and coordinates complex and difficult real estate development projects by coordinating various development components and interests including planning and design, engineering, financing, environmental review permits, legal negotiations, public hearings and approvals, construction, marketing and property management in order to ensure timely completion of projects that maximize the economic benefit of Port property.
- Coordinates and oversees the formal process for selection of developers by preparing bidding documents, evaluates responses and supervises the process of selecting a developer to ensure that Port projects are developed in compliance with existing city and governmental policies concerning competitive bidding.
- Negotiates complex leases and development agreements by establishing a position that meets Port objectives; reviews legal documents to assure that Port position is adequately protected; understands objectives of other parties involved in the lease agreement and evaluates modifications to documents made on behalf of other parties and using oral and written communication skills to persuade other parties to accept Port position. This may include lease negotiations with existing tenants or vacant Port properties.
- Prepares and makes presentations of project descriptions, site plans, financial analyses, leases and other related documents, legal documents, and other relevant materials to Port senior staff, commissioners, members of the public and others regarding proposed projects to keep appropriate personnel apprised of status of Port development projects and to gain approvals.
- Represents the Port at public forums by acting as liaison between the Port and the general public regarding Port development projects in order to ensure that the public is given accurate information and to address any public concerns.
- Monitors development projects by checking developer and Port spending and progress against pre-established project budget and schedules, resolving problems with contractors, Port staff, other city or government agency representatives, Port tenants and other affected members of the public, and evaluating the progress of the projects to identify potential delays and take appropriate actions to insure timely completion of development activities.
- Coordinates with other City departments (e.g., Mayor’s Office, Planning, Public Works, MTA, SFPUC, among others) and with applicable regulatory agencies (e.g., State Lands Commission, Bay Conservation and Development Commission, Army Corps of Engineers, Regional Water Quality Control Board, among others) to ensure projects progress through required review and approvals.
How to qualify
Education
Possession of a bachelor’s degree from an accredited college or university with major coursework in Finance, Real Estate, Urban Planning, or a closely related field; AND
Experience
Three (3) years of experience in planning and development of real estate projects and/or complex real estate negotiation experience; AND
License and Certification
Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.
Substitution
Education Substitution: Additional qualifying full time work experience (2,000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units.
Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience.

- Is an excellent commercial real estate and development professional, with either direct experience with or knowledge of publicly-owned property transactions.
- Is a proven leader with experience sustaining a positive work culture and guiding and setting work priorities for a staff of professionals.
- Has an entrepreneurial mindset and is a creative strategist with excellent organizational abilities.
- Has strong public-private development experience, including financial feasibility analysis and negotiation experience.

Compensation: The normal annual salary range is $131,248 - $167,492. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be sent a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0923 Development Project Coordinator, Port of San Francisco.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.
