Laguna Honda Hospital and Rehabilitation Center is owned and operated by the City and County of San Francisco and is part of the San Francisco Health Network and Department of Public Health. The campus is located on 62 acres of parkland west of San Francisco’s Twin Peaks. Laguna Honda Hospital and Rehabilitation is one of the largest and most modern skilled nursing facilities in the country, it is a flagship rehabilitation, post-acute care, short-stay, and long-term facility for San Franciscans.
Under general administrative direction of the LHH CEO and DPH KPO Director, provides overall responsibility for managing Laguna Honda Hospital and Rehabilitation Center's LHH Kaizen Promotion Office's quality and hospital improvement initiatives related to staff and leadership training, hospital strategic planning and goals development, outcomes measurement, program/service evaluation, and reports development. The Hospital Assistant Administrator is part of the LHH expanded executive team and has a working relationship with all LHH departments and department heads. The Hospital Assistant Administrator works in concert with the larger lean network to align and standardize performance improvement efforts across the department. DPH is a Lean organization and one of the components of this organizational management structure mandates the LHH Kaizen Promotion Office.

Role description
Directs, develops, and supervises the Kaizen Promotion Office in areas including hospital systems and strategic planning, organizational planning, and strategic initiatives
Provides leadership and guidance to the KPO department and service managers in the development of departmental strategic goals and priorities, operational and qualitative objectives, and policies and procedures that are congruous with the values, mission and strategic plan LHH and the Department of Public Health
Provides the necessary vision and leadership to effectively lead and direct lean transformation hospital-wide by developing and achieving goals and objectives
Functions as an expert in the transformation approach, provides thought leadership, applies and implements lean management principles hospital-wide by developing and deploying standards and methodologies to assure long term impact
Oversees the preparation of analysis, policy briefings, and position statements on state and federal legislation impacting the hospital
Participates, leads, coordinates, collaborates, and plans community and neighborhood events with hospital, governmental and/or community partners
Develops relationships with key external communities at large and represents the hospital and organization at community, governmental and/or other external meetings
Manages community relations for the organization, including, but not limited to establishing a system and process for addressing and handling in a timely manner concerns, complaints, and situations requiring resolution of conflict
Monitors, facilitates, and collaborates with executive colleagues and leadership to plan and monitor organizational, departmental, and strategic initiatives and goals; recommends next steps based on analysis and evaluation of initiatives and goals
How to qualify
- Possession of a baccalaureate degree from an accredited college or university and 5 years of professional experience in Health and Human Services, of which 3 years must include experience supervising professionals
OR - Possession of a master’s degree from an accredited college or university and 4 years of professional experience in Health and Human Services, of which 3 years must include experience supervising professionals.
- Substitution: may substitute up to 2 years of required baccalaureate degree with additional years of qualifying experience.
- One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirements by the application review date unless otherwise noted.

A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification
The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
