The Bureau of Street Environmental Services (SES)

Keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Appointment Type: Temporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer and not exceed 36 months.

Role description

Under direction, the Apprentice Supervisor monitors, evaluates, oversees the General Laborer Apprenticeship Program; provides direct support to the 7501 Apprentice General Laborers engaged in street cleaning work, construction and maintenance work, 3408 Apprentice Arborist Technicians receive training in performing arboriculture duties in connection with a wide variety of tree and shrub trimming and maintenance activities including Assessing and evaluating the condition of trees and other vegetation, and the 3410 Apprentice Gardeners engaged in care and maintenance of a variety of plants and landscaped areas, including planting, pruning and pest control; removes debris and litter; operates hand or power lawn mower; performs routine maintenance of tools and equipment. 

Nature of Work
The nature of the work may require working in inclement weather conditions, around trash and refuse, and working variable shifts including nights, weekends, and holidays. SFPW is a 24-hour/7-days per week operation.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Supports the 7281 Apprentice Coordinator with the coordination of the 7501 Apprentice General Laborers, 3408 Apprentice Arborist Technician, 3410 Apprentice Gardener. Assist assigned Apprenticeship supervisors as needed.
  • Serves as the liaison with Local 261.
  • Serves as the mentor to apprenticeship participants.
  • When assigned, assists the SES 7281 with the implementation of the CleanCorridorsSF program.
  • Performs field visits and monitors progress of 7501 Apprentice General Laborers, 3408 Apprentice Arborist Technicians, and 3410 Apprentice Gardeners.
  • Enforces practice of safe work procedures and use of safety/personal protective equipment, trains laborers in safety, and enforces applicable codes, laws, and ordinances.
  • Assists in the maintenance of Blue Book training documents.
  • Supervises and/or participates in the removal and cleanup of debris resulting from construction, wrecking, or repair work around grounds, sidewalks, building areas, and illegal dumping sites.
  • Operates motor vehicles for the transportation of personnel and materials to job sites.
  • Supervises, trains, and participates in sidewalk and street cleaning, sweeping, and pressure washing.
  • Assures that all tools, equipment, and supplies necessary to specific jobs are available to work crews.
  • Prepares written reports and records including accident/injury reports, daily work reports and other reports/correspondence; keeps attendance records; performs mathematical calculations to determine area, costs, hours, etc.
  • Supervises and/or participates in removing graffiti from walls, buildings, etc.
  • Supervises and/or participates in operating forklifts, boom and scissor lifts, pressure washers, steam cleaners, suction sweepers, and sidewalk sweepers.
  • Supervises and participates in the loading and unloading of debris (from street and sidewalk cleaning), materials, and equipment on trucks.
  • Enforces practice of safe work procedures and use of safety equipment and PPE's (personal protective equipment); trains laborers in safety; enforces applicable codes, laws, and ordinances.
  • Supervises and participates in the cleaning and flushing of catch basins.
  • Supervises and participates in clearing vegetation for fire control.
  • Supervises and participates in the operation of pneumatic and hand tools, including jackhammers, chipping guns, and tampers, used in construction or maintenance operations (may include using a hand level).
  • Supervises and/or participates in excavations for water and sewer lines, electrical conduits, concrete forms, and other similar excavations.
  • Provides support for craft workers by supervising and/or participating in manual labor tasks such as lifting and carrying materials and supplies, mixing and breaking concrete, etc.
  • Drives a vehicle to work sites and meetings.
  • Attends meetings and public hearings as representative of the bureau with business and neighborhood groups, volunteer groups, and the general public.
  • Performs related duties and responsibilities as assigned.

How to qualify

MINIMUM QUALIFICATIONS:

Experience: 
Four (4) years of work experience performing the duties of a general laborer in construction; AND

License and Certification: 
Valid California driver license (must be maintained during employment).

Substitution:

  • Experience Substitution - Experience in City and County of San Francisco Class 7514 General Laborer may substitute for the required experience on a year for year basis.

Note:

  • One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFCATIONS:

  • Excellent written and oral communication skills.
  • Ability to prepare and maintain documents, correspondence, generate spreadsheets and reports; draft memos, letters, and other documentation.
  • Ability to comprehensively gather, collect, and maintain information from various sources.
  • Familiarity with Apprentice and Pre-Apprenticeship Programs.
  • Ability to monitor budgets and hours accrued by program participants.

Drug Testing Requirement:
Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by the Laborers, Local 261, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.

Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine their ability to perform the essential functions and/or meet physical requirements.
