The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.
The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Role description
The Security and Emergency Planning Manager is a key member of the Port of San Francisco’s leadership team and is responsible for the oversight of the Port’s unarmed security guard services; coordinates with law enforcement and other public agencies to ensure public safety, address quality of life issues and compliance with laws and regulations applicable to Port property; identifies, applies for, and administers security and emergency preparedness grants from multiple local, state and federal granting agencies; updates and maintains Port Security Plans, Emergency Operations Plans and various other contingency plans; trains Port staff, tenants and stakeholders on Homeland Security, Maritime Security, physical security and emergency operations and response; working with relevant Port staff, oversees and developing conceptual design, project scopes and planning activities for Port security projects; working with relevant Port staff, develops, prepares and monitors project budgets, controlling project cost and schedules, implements change orders oversees implementation of security projects; administers invoice payment process; develops and executes security and emergency exercises required by local, state and federal government entities; maintains Port emergency lockers and the Port Emergency Operations Center and its associated supplies and equipment; represents the Port on the Area Maritime Security Committee as well as on multiple local and state committees dealing with Homeland Security and Emergency Planning; and acts as the Port’s liaison with law enforcement, public safety, state, military and federal agencies.
The essential functions of this position include:
- Works with SFPD, USCG, security guard contractors and tenants to identify and rectify security vulnerabilities and criminal activity.
- Coordinates with relevant law and code enforcement agencies to address safety and quality of life concerns on Port property, including but not limited to the Port’s Mobile Vending Permit Program.
- Supervises and evaluates the activities of staff, lead working groups and/or coordinate work on specific projects or programs; provide guidance to security guard contractor and review incident reports.
- Manages the Port’s 8603 Emergency Services Coordinator II to collectively achieve the following emergency management and planning tasks:
- Assesses Port structures, properties, byways, traffic patterns and demographics to assist in coordinating, promoting and implementing emergency services programs, resource management, operational readiness, and response plans and capabilities; develop and prepare a variety of operational and contingency plans in response to identified natural and technological hazards. Formulate plans involving weapons of mass destruction safety, civil defenses, communications, emergency response, and directed hazard mitigation.
- Develops, maintains and updates Port emergency and security plans; develop and present training programs on emergency operations, plans, and security programs to Port staff, members of other government agencies as well as Port tenants and the general public.
- Develops conceptual design, project scopes and planning activities for Port security projects; develop, prepare and monitor project budgets, control project cost and schedules, implement change orders; administer invoice payment.
- Works extensively with private contractors, consultants, state and federal agencies, other City departments and Port divisions, and represent the Port on the Area Maritime Security Committee as well as on multiple local and state committees for Homeland Security and Emergency Planning programs, projects and Emergency Operations Centers. Work with SFPD, USCG, security guard contractors and tenants to identify and rectify security vulnerabilities and criminal activity.
- Maintains emergency equipment caches.
- Serves as an alternative Facility Security Officer.
How to qualify
Education
Possession of a Bachelor’s degree from an accredited college or university.
Experience
Five (5) years’ experience in any of the following or combination of public safety, law or code enforcement, military, security, emergency operations, emergency planning.
License and Certification
Successful completion of National Incident Management System (NIMS) training compliant Incident Command System (ICS) training course 100, 200, 300, 400, 700, 800 or their recognized NIMS compliant equivalents within six months of employment.
Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.
Substitution
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience.
Transportation Worker Identification Credential (TWIC) Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.
The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

- Knowledge and experience in public safety, law enforcement and code enforcement activities.
- Knowledge of maritime security doctrine and regulations, public safety (PD, FD, EMS) organizations, operations, and management.
- Knowledge of emergency service and homeland security principles, practices, purposes and methodology; multi-hazard functional plan preparation, coordination and implementation; function of emergency operation centers, facilities, warning equipment and systems required during disaster/emergency operations.
- Experience supervising staff or overseeing stakeholder relationships.
- Ability to collect, analyze and interpret complex data; assess information in a variety of forms and from various sources and make judgments and recommendations.
- Knowledge of public sector budgeting, finance and purchasing polices and regulations, as well as state and federal grant management regulations.
- Ability to prepare written reports and make oral presentations of findings and recommendations in public hearings.
- Ability to work collaboratively in a team environment with staff and others; establish and maintain cooperative relationships with government agencies, community groups, special interest advocates, permit applicants, and the general public.
- Exceptional customer service with varied stakeholders both within Port operations and externally, including elected and appointed officials, and regulatory agencies.
- Strong integrity and intellectual honesty, and belief in the value and necessity of equity and diversity.

Compensation: The normal annual salary range (A) is $122,200 - $156,026. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.
