The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

About the Planning & Environmental Program:
The Port of San Francisco embraces environmental and community stewardship of the San Francisco waterfront while promoting the infrastructure development necessary to maintain and expand the Port's operations. To meet this commitment, the Port Planning & Environment Division (P&E) staff are dedicated to managing land use planning, permitting, and regulatory compliance. Port P&E professionals support the Port’s operating Divisions including Real Estate, Maritime, Maintenance, and Engineering to work collaboratively to further the Port’s goal of implementing environmentally sound practices in all aspect of its operations.
Role description
Under general supervision, the 5299 Planner IV Environmental Review is responsible for the evaluation of projects for environmental impact, obtaining environmental entitlements, working with Port staff to identify and reduce potential project impacts, and supporting environmental compliance on Port projects, sites, and operations. Typical duties may include, but are not limited to the following:
Environmental Planning and Permitting
- Provides planning and environmental review and input to inform Port construction, repair, and maintenance project plans, schedules, and budgets and identify applicable federal, state, and local environmental laws and regulations.
- Coordinates and provides input into environmental studies to support CEQA determinations and agency permitting of Port upland and in-water construction projects including demolition, dredging, environmental site remediation, infrastructure repair and replacement, and hazardous waste abatement.
- Prepares project descriptions and coordinate environmental impact analyses and Port applications to the San Francisco Planning Department for project determination as lead agency for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
- Prepares and submit regulatory agency permit applications for upland and in-water construction projects. Review and respond to regulatory agency information requests and negotiate project permit conditions and mitigation requirements.
- Maintains working relationships with personnel from local, state and federal regulatory agencies including the San Francisco Department of Public Health, Bay Area Air Quality Management District, Bay Conservation and Development Commission, San Francisco Regional Water Quality Control Board, California Department of Fish and Wildlife, U.S. Army Corps of Engineers, National Marine Fisheries Service, and U.S. Environmental Protection Agency.
Regulatory Compliance Monitoring and Reporting
- Coordinates with Port staff to develop scope of work, retain, and oversee Port as-needed environmental consultant services, including site sampling and analysis of environmental media (soil, groundwater, sediment) and hazardous building materials (lead, asbestos, PCBs) to characterize site conditions, delineate nature and extent of impacts, and determine proper management of environmental media and waste handling, storage, treatment, and disposal procedures.
- Coordinates with Port staff to review and finalize project-specific contract specifications to include construction best management practices, environmental compliance requirements, and permit conditions.
- Interprets permit requirements for Port Maritime, Real Estate and Maintenance personnel, project developers and consultants.
- Develops, monitors, and reports on project implementation and compliance with mitigation monitoring and reporting programs including dust, naturally occurring asbestos, storm water, biological, underwater and above-ground noise, water quality monitoring, waste classification and disposal, and clean and contaminant dredge monitoring and inspection.
- Supports Port projects to ensure environmental permit conditions, specifications, and related monitoring and reporting are implemented before, during and after construction. Assess project documents and monitor construction activities to ensure Port compliance with permit conditions and regulations.
Resource Management
- Develops scope of work and budget for consultants to support planning and permitting project deliverables.
- Develops scope of work, budget and oversee industrial hygiene consultant services including implementation of hazardous materials surveys (including lead and asbestos) in support of demolition, maintenance, and repair projects.
- Supervises professional technical consultants in the preparation of environmental studies, reports, calculations, proposed mitigation, schedule and cost estimates required to obtain and comply with agency authorizations and permits.
- Assigns tasks, establishes milestones, and monitors progress to assure the quality, timeliness, and cost effectiveness of work performed by professional technical consultants. Meet with consultants to review progress, provide direction, and assist with resolution to staffing, project issues and change order management.
Environmental Policy and Advocacy
- Supports preparation of materials and/or represent the Port at stakeholder meetings including the Port Commission, regulatory agency boards and commissions, and citizens’ advisory groups.
- Participates in stakeholder groups pertaining to the implementation of federal, state, and local environmental regulations, particularly those pertaining to waterfront construction, resiliency, and environmental issues. Advise Port staff on environmental regulatory issues.
- Raises public awareness about the Port’s environmental achievements.
- Supports environmental clean-up events, programs, etc., that promote the Port’s environmental compliance and stewardship activities.
How to qualify
Education
Possession of a baccalaureate degree from an accredited college or university in environmental studies, law, earth sciences, geography, economics, architecture, civil engineering, urban studies, public administration, or a related field.
Experience
Five (5) years of progressively responsible experience in the areas of planning, environmental review or environmental law.
License and Certification
Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.
Substitution
Experience Substitution: Possession of a Master's or Doctorate degree from an accredited college or university in environmental studies, law, earth sciences, geography, economics, architecture, civil engineering, urban studies, public administration, or a related field may substitute for two years of the required experience as described above.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

- Experience working with other agencies, project management and the public (e.g., working with local, state, and federal agencies with jurisdiction over Port of San Francisco Bay waters and lands).
- Ability to collect, analyze and interpret data pertaining to environmental impacts of proposed projects.
- Ability to speak effectively and deal tactfully with the general public, governmental officials, professional and technical persons, and employees.
- Ability to write clear and concise technical documents.
- Ability to develop procedures and supervise the work of other employees and consultants.
- Ability to interact successfully with others to establish cordial and productive relations.
