About:
The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

APPOINTMENT TYPE: Temporary Exempt - Full Time not to exceed 36 months – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

This position will act as Deputy Project Manager for the Train Control Upgrade Project. The Train Control Upgrade Project is a 10-year, $500-million dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control (CBTC) System to the entire Muni light rail system. Under the general direction of the Train Control Upgrade Project Manager, the Deputy Project Manager assists the Project Manager with oversight duties related to project delivery and contract management to facilitate the procurement, development, and maintenance of the future Train Control System. This position is responsible for assisting the Project Manager in all aspects of Project Management including managing project contracts, overseeing the construction activities of project contractors, meeting and coordinating with project stakeholders, and developing procurement plans, policies, and procedures.
The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Deputy Project Manager will assist the Project Manager in developing the business requirements for these contracts and directing the activities of staff and contractors to meet the project schedule. Additionally, the Deputy Project Manager will coordinate with stakeholders within the SFMTA to ensure that the project Supplier and contractors have access to SFMTA resources and permissions necessary to complete scheduled work activities in a timely and efficient manner.
In addition, the Deputy Project Manager will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the Supplier and other project contractors. As the SFMTA representative, the Deputy Project Manager will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.
Nature of work:
Due to the regular schedule and demand of the job, incumbents may be required to work extended shifts, rotating shifts, evenings, holidays, and weekends.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
- Assists the Project Manager with oversight duties related to project delivery and contract management;
- Reviews invoices, reports, plans, and schedules from the project contractors, approves on behalf of the Project Manager when delegated;
- Manages the day-to-day construction activities of project contractors;
- Coordinates with the project Supplier to schedule project meetings and deliverable reviews, and as necessary, represents the SFMTA to approve plans and document revisions;
- Responsible for management and upkeep of weekly project schedule;
- Reviews project reports provided by the Supplier or other project contractors;
- Responsible for management and upkeep of the overall project schedule in coordination with the Supplier and other project contractors. Represents the SFMTA for acceptance and approval of project schedule updates and changes provided by the Supplier and other project contractors;
- Coordinates the project construction activities requiring the use of right of way with Maintenance of Way, Central Control, and other SFMTA parties as needed;
- Coordinates and ensures that SFMTA resources needed to support daily construction, testing, or commissioning activities are available to the project Contractor(s), as arranged in the project schedule;
- Works with the Technical Program Manager, Facilities Project Manager, and other SFMTA project managers to ensure network installation, facilities upgrades, and other pre-requisite work for the project is completed according to the project schedule;
- Acts as the SFMTA representative when necessary to accept, approve, or audit project submittals provided by the Supplier or other project contractors;
- Reviews and manages workload assignment to consultants, junior staff and interns as required;
- Performs other duties as required.
How to qualify
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
- A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
- Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- California registration as professional engineer or architect.
DESIRABLE QUALIFICATIONS:
- Experience working as a project manager, planner, or engineer on train control, train signaling systems, transit, or communications infrastructure projects.
- Experience in public sector procurement, contract administration, or project management (local, state, or federal government).
- Experience working with public transit agencies or as an employee of a public transit agency.
- Experience in the requirements and preparation of final bid packages.
- Experience managing the activities of contractors and tradespeople, as well as transit operations, wayside maintenance, vehicle maintenance and in-field personnel such as construction managers, resident engineers, and inspectors during the construction phase.
- Experience managing construction schedules and working with third-party vendors and contractors to deliver public infrastructure projects on-time and on-budget.
- Excellent written and oral communication skills. Ability to communicate with diplomacy and lead project meetings with staff, contractors, and stakeholders.
- Ability to plan, organize and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
- Experience with P6 Primavera, Microsoft Project, or other project management software applications.
- Experience with Microsoft Office products such as Excel, Outlook, and Word.
- Ability to work well with a multi-disciplinary, diverse workforce, including operations staff, maintenance technicians, technical professionals, contractors, executives and elected officials, and stakeholder groups.
