The Department of Public Health is accepting applications in class 6122 Senior Environmental Health Inspector for BOTH the Consumer Protection Specialty and the Hazardous Materials/Hazardous or Medical Waste Specialty.  You will only be considered for positions in the specialty or specialties for which you meet the Minimum Qualifications (see Qualifications section below).

Role description

Under direction, the Senior Environmental Health Inspector conducts complex and difficult inspections and surveillance of dwellings, business establishments, facilities, farms, industrial plants and other areas in order to rectify violations and enforce established regulations. May supervise Environmental Health Inspectors and other support staff engaged in enforcing the provisions of federal, state and local ordinances and laws pertaining to health, safety and environmental hazards.

The essential functions include, but are not limited to:

1. May supervise a team of Environmental Health Inspectors assigned to a district engaged in the enforcement of the provisions of various codes, orders, ordinances and laws pertaining to health, safety, environmental hazards or conditions; enforces local health, housing and planning codes and noise ordinance; state health and safety, administrative, agricultural, penal, milk and dairy codes, Industrial Relations Act, and meat plant regulations.

2. Conducts inspections and investigations of complaints involving areas such as food and drink establishments and other facilities requiring permits to operate buildings and multiple dwellings and hazardous materials and waste facilities; investigates complex and difficult cases including those being prepared for hearings before the Director of Health.

3. May have specialized program responsibility on a countywide basis in areas such as industrial hygiene, food safety, noise abatement, environmental hazards, institutional inspections, solid waste management, hazardous/medical waste, water quality control or smoking control.

4. Attends meetings, educational conferences, and makes environmental health presentations to businesses, City agencies and other groups.

5. Prepares legal notices of violations; issues citations and prepares cases for hearings; testifies as a witness in court litigation; performs duties related to the issuance, denial, suspension and revocation of permits.

6. Interprets environmental health code provisions; coordinates environmental health requirements with other departments and bureaus; and performs related duties.

How to qualify

This recruitment is for BOTH the Consumer Protection Specialty and the Hazardous Materials/Hazardous or Medical Waste Specialty.  You will only be considered for positions in the specialty or specialties for which you meet the Minimum Qualifications.

Minimum Qualifications

  1. EDUCATION: 

    Hazardous Materials/Hazardous or Medical Waste Specialty: Possession of a baccalaureate degree from an accredited college or university with at least 30 semester units in, or a major in one or more of the following disciplines: Biology or microbiology; Chemistry, chemical engineering; Physics, physical science; Environmental science; Geology or soil science; Environmental health; Environmental or sanitary engineering; Toxicology; Industrial hygiene; Hazardous materials management; Fire science, fire technology.
     
  2. EXPERIENCE: 

    Hazardous Materials/Hazardous or Medical Waste Specialty:
    Four (4) years of experience in hazardous materials, hazardous waste, site mitigation and/or medical waste as a technician or inspector in an environmental health agency or related regulatory/service agency, or as a professional consultant in the environmental health industry; OR
    Two (2) years of experience as an inspector in a Certified Unified Program Agency (CUPA).

    Consumer Protection Specialty:
    Two (2) years of experience in food, housing, water quality and supply, vector control, noise abatement and/or other related environmental health inspection work.

  3. LICENSE  AND CERTIFICATION: 

    Consumer Protection Specialty:
    Possession of a REHS (Registered Environmental Health Specialist) Certificate, issued by the State of California Department of Public Health Services, AND 
    Eligibility to be deputized as a peace officer.

    Hazardous Materials/Hazardous or Medical Waste Specialty

    Possession of a current HAZWOPER Certification.  Must obtain and maintain a CA UST Inspector Certification issued by the International Code Council (ICC) within 180 days following appointment. 

    Both specialties: Possession of a valid California driver's license.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

Desired Qualifications

Hazardous Materials/Hazardous or Medical Waste Specialty: a CA UST Inspector Certification issued by the International Code Council (ICC)

Valid licensure and/or Certification must be kept current throughout length of employment. Failure to demonstrate/show proof of possession of required valid licensure and/or certification may result in dismissal and/or termination of employment.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Applicants will be required to complete the Minimum Qualification Supplemental Questionnaire (MQSQ) at https://forms.gle/D9VnrmyTt1ad8s7i7. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. 

Supplemental Questionnaire (Weight: 100%):
Qualified candidates will be sent a Supplemental Questionnaire (SQ) exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the SQ.  

The department may administer additional position-specific selection procedures to make final hiring decisions.

Candidate scores on these examinations may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Upon passing the exam, candidates will be placed on the eligible list for a period of 12 months.

Certification: Certification rule for the eligible list resulting from this examination will be Rule of Three.
