This is a Temporary Exempt (TEX) recruitment conducted in accordance with City Charter Section 10.104 and is exempt from Civil Service.
The San Francisco Department of Public Health is accepting applications for a permanent exempt Office of Health Equity Project Manager (Data, Analytics & Policy) (0932 Manager IV).
The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.
The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description
The Data, Analytics & Policy Project Manager will shape DPH’s workplace and workforce policies focused on health equity.
The Data, Analytics & Policy Project Manager will develop reporting and analysis to support and drive results-based accountability at the Department of Public Health. You will work across the DPH with executive leadership to establish resources to measure outcomes, including equitable delivery of services, active efforts to reduce health disparities, culturally competent care to patients, respectful relationships and communication between staff, and meaningful engagement and inclusion of the community in decision making and program design.
ESSENTIAL DUTIES
Under the direction of the Director of the Office of Health Equity and the Chief Human Resources Officer, the Data, Analytics & Policy Project Manager will:
- Work collaboratively with DPH Human Resources leadership and staff in the development and implementation of the employee engagement survey and racial equity plan.
- Implement a policy agenda and internal change management plan for mitigating institutional drivers of inequity.
- Develop and establish organizational policies, priorities, and objectives.
- Develop new programs, and direct and coordinate the implementation of program changes.
- Use workforce and workplace policy, data reporting and analysis to support results-based accountability and establish public reporting and data sharing to support community relationships.
- Responsible for policy review and changes related to workforce.
- Other duties as assigned.
How to qualify
Required Minimum Qualifications
1. EDUCATION: Possession of a baccalaureate degree from an accredited college or university.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

2. EXPERIENCE: 5 years of professional experience in human resources, public policy, or data and analytics of which 3 years must include supervising professionals.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Desired Qualifications:
The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:
- Experience working in a data analytics role or with results-based accountability.
- A successful track record in leading equity, diversity, and/or inclusion initiatives within a large public sector and unionized organization.
- Excellent written, oral communication, and presentation skills.
- Experience leading through influence and project managing, particularly experience with LEAN or other methods to increase process efficiency and customer experience.
- Experience working with issues in race or racism, preferably in a healthcare or public health environment.
