San Francisco Public Works is currently recruiting for a Public Works Housing Coordinator (0923 Manager II).

Appointment TypeTemporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer and not exceed 36 months.

Role description

Reporting directly to the department head, the Public Works Housing Coordinator will lead all aspects of housing development for the department. This includes being the leader within the department working to improve and expedite permitting processing to ensure full compliance with the Mayor's Executive Directive 23-01 Housing for All. As the department's Housing Coordinator, you will take responsibility for producing and implementing a Housing Delivery Performance Assessment and Improvement Plan.

This includes developing specific measures necessary to achieve the Housing Element goals. You will analyze existing housing permitting performance and propose measures to streamline and reduce permitting timelines by fifty (50) percent. In this vital role, you will coordinate with citywide housing delivery efforts including the Infrastructure Task Force, other departments, elected officials, key stakeholders, and other high-ranking officials

Working Relationships:

This position will work with senior officials throughout the city, including elected officials, department heads, and other executive-level staff. This position will also work with developers, Public Works staff, and other external stakeholders.

The Housing Coordinator's essential duties include, but are not limited to the following :

  • Coordinate and streamline the department’s efforts to approve and permit new housing development.
  • Coordinate internally within their departments, often across large enterprises or divisions.
  • Work proactively and quickly to resolve Executive Directive issues within Public Works.
  • Educate their department on the scope and relevance of the Executive Directive and contracts.
  • Serve as department-external Point of Contact for the Public Works Task Force, developers, other departments' Housing Coordinators, and Housing Delivery Agencies and work proactively and quickly to resolve housing issues between agencies.
  • Create and communicate department standards, whenever possible, and meet with all parties when variances are required.
  • Ensure that housing approval functions are adequately staffed; take advantage of developer-reimbursable opportunities to add staff where needed for expediting housing approvals.
  • Participate in ongoing Executive Directive meetings and work, including review of quarterly Housing Delivery reports and attendance at monthly ED meetings.
  • Provide the Director of Housing Delivery with department housing-related organizational charts and staffing projections.

How to qualify

MINIMUM QUALIFICATIONS:

Education
Possession of a baccalaureate degree from an accredited college or university in Public Administration, Political Science, Business Administration, Public Policy, Finance, Economics, or a closely related field;

AND

Experience:
Three (3) years of professional experience performing complex policy work with large public sector organizations and/or non-profit agencies.

Substitution: Additional qualifying experience may be substituted for up to 2 years of the required education. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30-semester units/45 quarter units.

Notes:

  1. One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Two (2) years of supervisory experience.
  • Knowledge of housing development and San Francisco (SF) permitting and contracting processes.
  • Law degree from an accredited college or university
