In an emergency, the City of San Francisco’s Department of Human Resources (DHR) must continue essential business operations, and perform additional pre-designated responsibilities focused on coordinating and supporting City Staff in the event of an emergency.  DHR’s responsibilities include coordinating with the City’s Emergency Operations Center (EOC), operating a Department Operations Center (DOC), an Emergency Volunteer Center (EVC), and coordinating the City’s Disaster Service Worker program.

The DHR Emergency Planning Manager is responsible for emergency planning and for coordinating the department’s internal response, the City’s Disaster Service Worker program for both employees and volunteers. and other required activities to prepare for, respond, and recover from emergencies. This individual will represent DHR in other planning and response forums including City, regional, state, and federal emergency planning and disaster response matters, and will represent the emergency planning function internally with DHR managers.

The Department of Human Resources (DHR) is the City and County of San Francisco’s (City’s) central human resources agency. DHR’s mission is to ensure the City uses fair and equitable practices to hire, develop, support, and retain a highly qualified workforce. DHR’s work includes administering the City’s civil service system, ensuring payment of workers’ compensation benefits to injured employees, negotiating and administering labor agreements, ensuring equal employment opportunities for employees and applicants, recruiting talent, training and developing the City workforce, coordinating the City’s Disaster Service Workers (DSWs), and much more.

Role description

The Emergency Planning Manager will take a lead role in:

  • Ensuring that DHR is ready to respond, that the Department Operations Center and Emergency Volunteer Center are ready in the event of an emergency, and effective policies and procedures are in place;
  • Identifying DHR essential functions and continuously refining the Department Continuity of Operations (COOP) Plan;
  • Planning, coordinating, and evaluating the DSW Program, which deploys City workers to support citywide emergency response and recovery efforts;
  • Training DHR staff on their emergency roles and responsibilities, and conducting departmental exercises.
  • Work with DHR subject matter experts on the development of Citywide emergency planning and preparedness policies.
  • Build and maintain relationships with disaster preparedness officials from partner City agencies, mutual assistance counties, the state, and other stakeholders.
  • Assist in the development and implementation of Citywide emergency and disaster exercises as a subject matter expert.
  • Serve as a primary point of contact for the department during emergency incidents.
  • Supervise staff assigned to DHR Emergency Planning.
  • Performs other duties as required.

 

How to qualify

Education:

  • Possession of a Bachelor’s degree from an accredited college or university

Experience:

  • Five (5) years experience in any of the following or combination of public safety, military, security, emergency operations, human resources or emergency planning.

License/Certification:

  • Possession of a valid California driver’s license – Class C.
  • Successful completion of National Incident Management System (NIMS) training compliant Incident Command System (ICS) training course 100, 200, 300, 400, 700, 800, or their recognized NIMS compliant equivalents within six months of employment. Successful completion of Standardized Emergency Management System (SEMS) training course G606 within six months of employment.

Substitution:

  • Additional experience as described above may be substituted for the required degree on a year-for year basis (up to a maximum of two [2] years). (Thirty [30] semester units or forty-five [45] quarter units equal one year).

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) - Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supplemental Questionnaire Exam (weighted 100%) - Candidates who meet the qualifications of the position will be required to complete the Supplemental Questionnaire Exam as a part of the selection process. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and is subject to verification.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
