MOHCD’s mission is to address social, economic, and racial inequities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities.  We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing.  Through our lending programs we strengthen the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need. MOHCD is organized into three divisions – Homeownership and Below Market Rate (HBMR), Housing Development, and Community Development. HBMR programs work within all divisions to inform policy and deliver affordable housing to the low- and moderate-income communities. The HBMR division focuses on creating and implementing housing policies that deliver safe, stable, and sustainable affordable housing. We are recognized nationally for our implementation of inclusionary programs and innovative affordable housing lottery preference programs that deliver hundreds of affordable ownership and rental units each year. We are stewards of the City’s precious affordable housing resources and ensure that they are delivered to the intended households. Our diverse staff and leadership work together to: 

  • Create thriving neighborhoods, celebrate diverse cultures, and build intergenerational wealth through MOHCD policies, programs and practices by working in partnership with the City’s communities, organizations and the people that have been most harmed by racial inequity.    
  • Guide and coordinate citywide housing policies under direction of the Mayor and through collaboration with the Board of Supervisors and other City departments. 
  • Administer a diverse range of programs to develop homeownership opportunities for low- to middle-income households in this high-cost city.   
  • Monitor the long-term affordability and physical viability of the City’s Inclusionary homeownership and down payment assistance loan recipient portfolio of over 4,000 homeownership units to ensure that these valuable assets are being used by those in most need. 
  • Incubate new programs, initiatives, and mixed income housing developments that further our housing production and preservation activities. 
  • Conduct program evaluation and research to document housing needs and trends and communicate accomplishments to elected officials, collaborating partners, and the public at large. 

Role description

Homeownership Program Manager

The Homeownership Program Manager position offers the opportunity to oversee, develop, and implement a diverse range of projects, policies and program areas in accordance with the San Francisco Planning Code, program manuals, restrictive covenants, and other governing documents, while operating with significant autonomy in a dynamic, stimulating, and demanding setting. Under the direct supervision of the Director of Homeownership Programs, the Homeownership Program Manager performs difficult and highly complex program planning and implementation work and leads the Homeownership underwriting team of four staff members. 

Key Responsibilities:

  • Implement the San Francisco Planning Code, program manuals, restrictive covenants, and other governing documents to administrate MOHCD’s homeownership programs.
  • Provide technical assistance to developers on Inclusionary Housing and other zoning requirements and monitor projects to ensure timely completion.
  • Provide regular reporting of pipeline of applications and sales and assist in preparing reports as needed for MOCHD management, the Mayor, and the Board of Supervisors.
  • Manage the underwriting and real estate transactions necessary to facilitate the sale of BMR homeownership units and units purchased through MOHCD’s down payment assistance loan programs.
  • Oversee the underwriting and loan closing of all MOHCD single-family cash lending activities, including down payment assistance, Mortgage Credit Certificate allocation, home rehab programs, and foreclosure intervention lending.
  • Provide technical assistance on complex programmatic issues related to single-family home mortgage lending.
  • Develop and implement training opportunities for all internal program staff and external partners.
  • Implement procedures to ensure compliance with applicable laws and regulations in mortgage lending.
  • Work collaboratively with two additional homeownership program managers to build business systems that meet the needs of those seeking assistance for their first home purchase as well as the first mortgage and real estate professionals that assist them with the transaction.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

DESIRABLE QUALIFICATIONS:

  • A minimum of 6 years of relevant experience in affordable homeownership program administration, affordable lending, and/or residential mortgage lending.
  • Strong knowledge and expertise with new construction housing development.
  • Ability to assess policies and procedures and implement programmatic improvements for the benefit of those we serve, using data-driven analysis and a customer-centric approach.   
  • Experience in a leadership role working with governmental regulators, community-based organizations, and financial institutions, with a track record of building and maintaining productive relationships. 
  • A demonstrated commitment to San Francisco and specifically MOHCD’s racial equity goals. 
  • A strong commitment to the goal of increasing and preserving the stock of well-designed housing affordable to low- and moderate-income persons and households in San Francisco. 
  • Ability to effectively and sensitively communicate, both orally and in writing, and to work with a broad variety of people and agencies including developers, HOA property managers, title companies, property owners, sales agents, community organizations, and loan officers.  
  • Demonstrated experience with staff supervision, with a focus on mentoring, coaching, and professional development.  
  • Proficiency in Excel and other Microsoft Suite programs and other data management systems such as Salesforce, with the ability to analyze and interpret complex data sets and create actionable insights. 
  • A strong familiarity with housing program oversight, monitoring, and compliance, including federal, state and City requirements applicable to MOHCD programs. 
  • Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy and efficiency.    
  • Ability to interpret City code, contracts, and other legal documents.
  • Ability to collaborate with other MOHCD staff on a variety of homeownership and lending policy and program enhancements, with a focus on innovation, equity, and impact.
