The San Francisco Department of Public Health is accepting applications for a permanent civil service Director of Pharmacy (0933 Manager IV) at Laguna Honda Hospital.
The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.
The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description
POSITION DESCRIPTION:
Under general administrative direction of the DPH Chief Pharmacy Officer, the Laguna Honda Hospital (LHH) Pharmacy Director (0933 Manager V) directs, manages, and coordinates the total operation of the Pharmacy Department for LHH (Laguna Honda Hospital), including all pharmaceutical services personnel, purchasing, organization, and administrative operations. The LHH Pharmacy Director directs the work of the department's employees, develops, and enforces personnel policies and procedures in accordance with departmental guidelines and Civil Service requirements, prepares the annual budget estimates, reviews financial reports, investigates revenue and expense variances, participates in the analysis of purchasing contracts for award and makes recommendations for the approval. The LHH Pharmacy Director administers, formulates, and revises departmental policies and procedures concerning pharmaceutical services and ensures compliance with applicable external agency regulations, such as the California Department of Public Health, California State Board of Pharmacy, and pertinent collective bargaining units. The position develops, implements, and evaluates programs, policies, and procedures for pharmaceutical services in compliance with DPH and LHH goals and resources, federal and state legislation and standards established by regulatory bodies as appropriate and initiates and administers the planning and integration of medication related services. The incumbent will represent the Department of Pharmaceutical Services before various committees, groups and agencies involved with medication related issues and collaborate with executive leaders for hospital-level projects and programs. We seek a highly skilled manager who demonstrates a welcoming attitude toward all customers and positive and compassionate interactions with LHH residents and families, and a proven track record of interacting effectively and constructively with staff, interdepartmental coworkers, and supervisor(s).
ESSENTIAL DUTIES:
The Laguna Honda Hospital (LHH) Director of Pharmacy (0933 Manager V) performs the following essential functions:
- Provides necessary vision and leadership to effectively motivate and direct the Department of Pharmaceutical Services in developing and achieving goals and objectives that are congruous with the values, mission and strategic plan of the hospitals and the Department of Public Health.
- Develops, manages, and monitors budgets for pharmaceutical services provided by the San Francisco Health Network (SFHN).
- Provides oversight and guidance for management of human resources; directs all inpatient pharmaceutical services personnel, purchasing, and administrative operations.
- Develops, evaluates, and proposes clinical pharmacy programs to enhance pharmaceutical care to LHH residents; sets, develops, formulates, revises, and administers departmental policies and procedures concerning pharmaceutical services; collaboratively sets, develops, and revises organizational policies on medication management.
- Integrates pharmaceutical services, standards, and quality improvement practices throughout LHH and negotiates with hospital leaders to develop solutions to complex medication management issues.
- Ensures compliance with applicable external agency regulations such as the California Department of Public Health, the California State Board of Pharmacy, and pertinent collective bargaining units; takes the lead on pharmacy and medication-related issues with officials and regulatory representatives.
- Represents LHH Pharmaceutical Services to patients, DPH and SFHN staff, public, governing bodies, internal committees, and others.
The LHH Pharmacy Director (0933 Manager V) performs other duties as assigned or required.
How to qualify
REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all three elements below—professional license, experience, and supervision of Pharmacists):
- LICENSE: Possession of a valid, current, unrestricted license as a Registered Pharmacist (RPh) issued by the California State Board of Pharmacy,
AND
- EXPERIENCE: Five (5) years of verifiable professional experience as a pharmacist which must include three (3) years of experience supervising Pharmacists.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRED QUALIFICATIONS
The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:
- Possession of a doctorate in Pharmacy (Pharm.D.) from an accredited college or university
- Excellent verbal and written communication skills
- Subject matter expert regarding California Pharmacy Law, California Department of Public Health Title 22, and the Health Care Financing Administration (HCFA), and Drug Enforcement Agency (DEA) regulations and Joint Commission standards
- Ability to use relevant computer programs, including familiarity with pharmacy automation and technology
- Experience with Lean management principles
- Strong customer service orientation
SELECTION PROCEDURES:
Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Management Test Battery (Weight: 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. For more information about this Management Test (and a suggested reading list) please visit: SFDHR.org. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
