San Francisco Public Works currently has an open position for the role of IS Project Director (1070) within our Information Technology Unit.
Information Technology
Our team designs, programs, operates, and maintains all department-wide automated information systems and equipment. Services include process analysis and planning; software development, configuration and implementation; network and hardware installation; technology operations; help desk and security; and software support and system compliance functions.
The IT Operations Team
The IT Operations Team designs, implements, manages, and supports IT services to meet business needs in a secured, effective, and efficient manner.
Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Role description
With the guidance of administrative direction, as a 1070 IS Project Director, you will plan, direct and coordinate the operations and activities of a shop of moderate complexity or a distinct and/or varied unit of a complex shop. You will also represent our unit and present information while attending meetings. You may lead and manage major development projects. As the IS Project Director, you will assume supervisory responsibilities for a diverse group of professional and technical staff, as well as contractors performing information systems work for SF Public Works.
Major, Important, and Essential Duties:
The duties you'll perform will include but are not limited to the following:
- Participate in the development and implementation of goals, objectives, policies, priorities, and procedures for the assigned programs.
- Effectively applying general goal and policy statements in resolving organizational and service delivery problems.
- Ensure that activities are completed in a timely and efficient manner consistent with defined policies and regulations.
- Responsible for the preparation and administration of assigned budget(s).
- Coordinate training programs for staff and users.
- Install and/or coordinate with vendors, administrators, users, programmers, and analysts to implement new device and software installation plans.
- Perform complex system administrator and/or production functions for computer and communication systems.
- Monitor, analyze, and resolve problems for systems with varied environments.
- Coordinate with consultants in the purchase of hardware and software.
- Prepare specifications and purchase orders; manage vendor accounts; recommend consulting services as needed: establish maintenance contracts for equipment.
- Evaluate and recommend department equipment, hardware, and software purchases; may maintain inventories of materials, supplies, and equipment.
- Conduct and perform related duties as required.
Notes: The position may require sufficient physical strength and coordination for lifting, pushing, pulling, and/or carrying the weight of computer equipment. The position may also require the following: bending, stooping, and/or crawling to install or repair computer systems hardware, hand/eye coordination and manual dexterity for taking apart casings, installing parts, and reconnecting computer systems hardware. Depending on the location the incumbent may be exposed to or affected by extensive VDT exposure.
The position may require overtime and shift work, including weekends and holidays.
How to qualify
Minimum Qualifications:
Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
AND
Experience:
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Experience working as a technical supervisor/lead in a large, government environment.
- Experience involvement in change, incident, problem and knowledge management processes and procedures.
- Experience being part of the IT Leadership team developing and implementing procedures, policies, and strategies.
- Experience offboarding and onboarding of staff with emphasis on improving the overall effectiveness using and developing standard processes and procedures.
- 2 years or more experience as a ServiceNow Administrator.
- ITIL (Information Technology Infrastructure Library) Foundations Certification.
