The San Francisco Department of Public Health is accepting applications for a permanent civil service Deputy Director, Behavioral Health Services Office of Coordinated Care (0931 Manager III) position.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.

The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

Under the direction of the Director of the Office of Coordinated Care (OCC), the Deputy Director of the Office of Coordinated Care (0931 Manager III) provides leadership and oversight for OCC’s care coordination services, a complex set of programs and services that include centralized triage, field-based teams providing engagement, stabilization, and linkage to ongoing care, neighborhood-based teams operated in collaboration with other city departments that are focused on individuals who are unhoused and have behavioral health conditions that put their overall health at risk and/or result in disruptive behavior in the community, and care coordination services within shelters and permanent supportive housing sites. This position is responsible for overall program planning and management of the contracted and civil service teams; coordination with various City departments and community-based organizations; and ensuring teams are trained and appropriately skilled in care coordination, engagement, assessment, and navigation into the health care system. This position will interact with various City constituents and will attend community meetings as a representative of the Department of Public Health.

ESSENTIAL DUTIES:
The Deputy Director, Behavioral Health Services Office of Coordinated Care (0931 Manager III) performs the following essential functions:

  1. Provide leadership and oversight for OCC’s care coordination programs and services, including those provided by both civil service and contracted staff. Direct the development, monitoring, and evaluation of OCC’s care coordination operations including procedures, staffing, workflows, referral processes, administrative monitoring practices, and controls to obtain smooth and effective operations.
  2. Directly supervise, monitor, and coach staff, including subordinate managers. Provide leadership to subordinate managers in the development and maintenance of weekly work schedules, assignments, and other staffing responsibilities as well as staff training plans, learning needs, and ongoing professional development.
  3. Direct quality assurance activities for assigned services and programs, including ensuring timely data collection and charting by all staff; report program metrics and outcome data; implement a continuous quality assurance and improvement program that is data driven and focused on client outcomes.
  4. Plan, develop, and direct major or complex projects pertaining to the Office of Coordinated Care, including implementing a robust model of 7-day/week care coordination services intended to improve health outcomes for individuals who have behavioral health issues; use a racial equity lens to focus new and current resources and advocate on behalf of the culturally diverse communities of San Francisco.
  5. Implement, monitor, and evaluate effective and centralized care coordination operations for priority populations, including staffing, workflows, and referral processes. Assist in the identification, development, and implementation of goals, objectives, policies, and priorities; assist in the determination of resource allocation and levels of service according to established policies. 
  6. Communicate regularly with management regarding OCC activities and coordinate efforts with other City departments in addressing the needs of the City and County of San Francisco.
  7. Represent the City and County of San Francisco at meetings and maintain relationships with internal and external stakeholders, community coalitions, agency officials, health care providers, and consumers of DPH services. Collaborate with various City Departments, programs, and community-based organizations to provide effective and coordinated services that are in alignment with specific care coordination goals and DPH’s mission, vision, and values.
  8. Provide oversight for and ensure contracted community-based organizations providing care coordination services meet contract expectations.
  9. Ensure compliance with legislative and regulatory requirements.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all elements below—education, and length, type, and level of experience including supervision of professionals):

  1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university,

AND

  1. EXPERIENCE: Five (5) years of verifiable professional experience overseeing direct service behavioral health programs for people who have substance use and/or mental health challenges and/or who are experiencing homelessness, including three (3) years overseeing or providing care coordination services for people disengaged from care or making transitions in care (such as from hospital or jail to community), of which three (3) years must include supervising professionals.

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a master’s degree from an accredited college or university in social services, psychology, public health, public administration, or a related field
  • Possession of a current, unrestricted, valid license from the State of California as a behavioral health clinician (MFT, LCSW, LPCC, Licensed Psychologist, or RN)
  • Strong experience with harm reduction, overdose prevention and clinical approaches to behavioral health conditions
  • Experience providing and/or supervising field-based behavioral health services or outreach programs
  • Direct experience working collaboratively with community and City programs serving individuals who are homeless, who use substances, and/or have mental health challenges
  • Experience providing racially and culturally responsive behavioral health services  
  • Experience working in or knowledge of San Francisco communities and neighborhoods 

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination; therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that should you re-test, your re-test score would become your official score since it is the most recent.  

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Management Test Battery (MTB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of principles, practices, and techniques of program planning, program development, quality improvement, and evaluation as applied to behavioral health treatment in a multicultural environment; knowledge of budget and contract development and oversight; direct experience working with individuals and/or community groups who serve people with behavioral health challenges or who are experiencing homelessness; experience with services that target and effectively meet the needs of patients with behavioral health disorders; knowledge and experience with field-based behavioral health outreach interventions, overdose prevention, peer counseling models, crisis intervention, care coordination, and linkage to care; ability to build coalitions and consensus with every level of the organization and community. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. The list will be used to fill current and future vacancies within the next six (6) months.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
