The Department of Building Inspection oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings. Position is located on 49 South Van Ness.
Role description
Project: Permit Tracking System Replacement
Under general direction, of the DBI Leadership team the 0931-Manager III will act as the primary Program & Project Manager overseeing the Permit Tracking System Replacement project, as well as manage associated projects.
Important and Essential Duties Include:
- Gathers requirements and information regarding the user needs relating to technology platforms; analyzes and evaluates needs and provides recommendations; conducts feasibility studies; provides documentation of requirements;
- Develops detailed project plans, based on four standard phases including Initiation, Planning, Execution & Project Closeout; and continuously monitors, maintains currency for report progress as required on a daily basis;
- Sets expectations with customers/users and project team members; identifies opportunities for improving service and business processes;
- Manages project scope, work breakdown structure, tasks, risks, budget, schedule, resources, communications, integration, procurement, and quality assurance of assigned projects;
- Determines allocation of resources and installation schedules; oversees all phases of the implementation of various projects;
- Monitors progress to ensure timely completion per project plan and schedule. Communicates status to all key stakeholders on a regular basis per Communication Plan, including notification to all affected parties if project schedule is at risk of being delayed;
- Performs risk assessment, and develops and updates risk register on an ongoing basis to identify, assess and mitigate all key project risk relative to delivery of projects' quality, timely completion; and manages expenses to ensure project success per business criteria and requirements;
- Understands and responds to the needs of the customer/user at all levels; assures proper planning and documentation of systems to meet user requirements;
- Responds quickly and proactively to resolve problem situations; effectively escalates issues as required;
- Ensures effective communication between management, customer/users, and external consultants if applicable;
- Coordinates multi-vendor support for the technical and administrative resolution of problems, if applicable;
- Prepares various documents including project charter, business requirements, status reports, budget cost estimates, feasibility studies, total cost of ownership reports, solutions proposal, executive project presentations and closeout documentation;
- Conducts/leads, attends and/or coordinates project team and user meetings;
- Establishes a budget plan/worksheet for every Project Plan. Manages project expenses against budget and updates the budget plan regularly to ensure project stays within budget;
- Manage communications and messaging to upper management and enterprises.
- Performs related task and responsibilities as assigned.
Knowledge, skills and abilities:
- Experience in project management for enterprise system and software implementation with exceptional vendor management skill.
- Experience in leading project teams (both functional and technical) and successfully implemented enterprise-level system and software.
- Experience developing technical solutions or configuring applications such as: system configuration, installation, infrastructure architecture design and interfaces.
- Experience documenting client requirements and ability to read/write technical specifications and technical mapping documents.
- Experience in business process mapping or operational redesign/improvement.
- Professional presentation skills and ability to manage large meetings with various business groups.
- Technical ability to process available information in order to deploy and configure enterprise systems, software and infrastructures.
- Ability to facilitate interviews and workshops, process overviews, and meetings with subject matter experts.
- Ability to effectively communicate orally and in writing with software users of all levels and roles, while maintaining superior customer service.
- Ability to work independently and within the team environment to meet deadlines, while following written policies and procedures, and by employing organizational and time management techniques to prioritize action items and achieve results.
- Knowledge of how State and local governments manage operations, conduct regulatory functions, transact, and manage technology to serve their constituencies and support their workforce.
How to qualify
REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all elements below—education, and length, type, and level of experience including supervision of professionals):
- EDUCATION: Possession of a bachelor’s degree from an accredited college or university,
AND
- EXPERIENCE: Seven (7) years of experience in the information systems field, with at least five years of management experience, overseeing System Development Life Cycle and System Implementation. This experience must include:
- Five (5) years of experience with IT Management Experience; AND
- Five (5) years of experience with IT Project Management including business process analysis and consolidation, overall project control and facilitating among multiple projects and multiple business divisions.
EDUCATION SUBSTITUTION: Additional qualifying experience as described above may be used to substitute for the required degree on a year-for-year basis. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.
