Role description
Under the general direction of the Chief Probation Officer (CPO), the Deputy Director of Administration at the San Francisco Juvenile Probation Department (SFJPD), demonstrates a high level of leadership, enthusiasm, professionalism, and autonomy to organize, plan, manage and provide operational support to the Administrative Service functions of the Juvenile Probation Department. These include the divisions of Business and Finance, Information Technology, Buildings and Grounds, Human Resources, and Research and Planning. The incumbent advances development of program strategies, grant initiatives, administrative policy development, interagency and community partnerships in alignment with the Juvenile Probation Department’s mandates and goals. Additionally, this position advises the Chief Probation Officer on matters of city policy.
Examples of Important and Essential Duties:
- Serves on the Chief Probation Officer’s Executive Team alongside the Chief Probation Officer and Assistant Chief Probation Officer to advance the department’s goals and oversee operations.
- Oversees Business and Finance, Information Technology, Buildings and Grounds, Human Resources, and Research and Planning divisions to ensure all divisions are meeting mandates and supporting the work of Probation Services and the Juvenile Justice Center.
- As directed, represents the Chief Probation Officer in meetings and communications with officials, Board of Supervisors, commissions, legislative bodies, employee representatives, community groups, labor organizations and other interested parties.
- Serve as JPD’s Whistleblower point person.
- Oversees the preparation of the department's annual budget; exercises control over expenditure of and directs accounting for departmental funds.
- Consults with the Chief Probation Officer and other department leadership to determine administrative/management policies in areas such as purchasing, equipment, facilities, and financial services; develops and implements appropriate programs in support of these areas.
- Oversees the development of long-term financial projections for a variety of revenue sources including local, state, federal and private funding sources.
- Collaboratively works with other City departments, the Superior Court and other stakeholders on joint funding projects including work orders and grant agreements, and monitors progress.
- Provides oversight and implements internal controls to ensure compliance with citywide fiscal and contractual rules including participating in fiscal audits and conducting audits of nonprofit and professional contracts.
- Provides oversight for grants management, including submission of reimbursement requests and financial progress reports.
- In coordination with the Department superintendent of buildings and grounds, provides oversight of facilities management plan and capital budget development. Provides supervision, training and evaluations of assigned staff in Business and Finance, Information Technology, Buildings and Grounds, Human Resources, and Research and Planning divisions.
- Ensures conformance of operations with local, state, and federal governmental regulations.
- Perform other duties as assigned.
How to qualify
Minimum Qualifications:
Education:
Possession of a Bachelor's degree from an accredited college or university in public policy, public administration, business or closely related field, AND
Experience:
Six (6) years of high level administrative leadership including fiscal oversight; OR
Substitution:
Possession of a Master's degree from an accredited college or university in public policy, public administration, business or closely related field may substitute for 1 year of experience.
Additional Experience in fiscal, budgetary, or accounting services program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.
Desirable Qualifications:
- Experience in government administration and management – particularly in the justice and human services fields.
- Experience in planning and directing a broad range of fiscal, budgetary and accounting services directed at building and maintaining a strong organizational budget.
- Ability to analyze and make recommendations on complex fiscal and public policy strategies.
- Ability to develop concepts and implement procedures that continually improve the Business Office functions in fiscal and contract management operations and in accordance with City rules and regulations and City Controller guidance.
- Experience in planning and working collaboratively with internal and external staff to implement new and existing initiatives or projects that may have fiscal and programmatic impacts.

- Working effectively and collaboratively with all levels of management and staff.
