This a Permanent Exempt (PEX) recruitment conducted in accordance with the City Charter Section 10.104 and is exempt from the competitive Civil Service examination process. Exempt employees are consider “at will: and serve at the discretion of the appointing officer (Sheriff). This position is located at the San Francisco Sheriff’s Office, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 456, San Francisco.  On-call availability may be required for any shift on any day of the week, including weekends and holidays.  All employees of the San Francisco Sheriff’s Office are required to obtain and maintain background investigation clearance.

Role description

The San Francisco Sheriff’s Office (SFSO) is seeking a Chief Financial Officer (CFO) to manage the office’s finances, accounting, payroll, contracts, projects, and grant administration.  The CFO is a high-level official who interfaces with all managerial levels of City & County government and outside agencies and serves as a representative of the SFSO in meetings involving complex and sensitive budget and financial matters.  Public presentations before boards, commissions, government and/or elected officials and command staff are required.  The CFO is a hands-on position and the CFO supervises a staff of civilian employees and performs a significant amount of oversight and review, as well as analysis of all aspects of the office’s financial operations.  The CFO is also responsible for preparing and presenting the office’s annual budget, administering the offices multi-million dollar budget (all funds and recoveries) and managing payroll, accounting, daily transactions, special funds, grants, contracts and work orders.

Essential Duties include the following: 

  1. Acts as Chief Financial Officer for the Sheriff’s Office, coordinates the preparation of the SFSO’s annual budget; and manages all fiscal matters affecting the SFSO
  2. Oversees and administers SFSO budget; directs and monitors expenditures in accordance with the approval budget
  3. Plans, monitors, evaluates, and manages the operation of the Sheriff’s Office Finance Section, manages performance measures and capital/facilities maintenance accounting, and coordinates the work of the subdivisions within
  4. Consults with the Sheriff and other department officials to determine administrative/management policies in areas such as purchasing equipment, facilities and financial services; develops and implements appropriate programs in support of these areas
  5. Advises, consults and works cooperatively with division/section managers, supervisors and employees; meets with appropriate staff to identify and resolve problems or conflicts
  6. Makes or recommends final decisions regarding policy, operations, and administrative procedures relating to finance
  7. Develops and manages the SFSO’s budget including the development of long-term financial projections for a variety of revenue sources including local, state, federal and private funding sources
  8. Plans, organizes and directs the business office functions including fiscal services (accounts payable and receivables), collections, purchasing, and payroll, contracts and grants management
  9. Provides oversight and implements internal controls to ensure compliance with citywide fiscal and contractual rules including participating in fiscal audits, conducts contract audits and monitoring
  10. Conducts audits of nonprofit and professional contracts
  11. Provides oversight for projects, contracts, and grants management, including monthly reports; submission of reimbursement requests and financial progress reports; assists in the identification, development and implementation of SFSO goals, objectives, policies and priorities
  12. Collaboratively works with other City departments and the Superior Court on joint funding projects including work orders and grant agreements, and monitors progress
  13. Communicates and provides budget presentations to agency partners including the Mayor’s Budget Office, Controller’s Office, the Board of Supervisors and the public
  14. Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a section; coordinate work activities of the office’s divisions to prevent delays in required actions or to improve programs or services
  15. Assists in the determination of resource allocation and levels of service according to established policies; receives and analyzes division and office reports
  16. Directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes
  17. Monitors the work of and coaches subordinates to improve performance; manages the performance of all fiscal staff and ensures the completion of annual performance appraisals
  18. Ensures internal controls over SFSO expenditures and verification of the existence of assets
  19. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget
  20. Adjusts plans and programs to meet emerging or new programs while continuing to address SFSO priorities
  21. Monitors and evaluates the effectiveness and efficiency of the section’s service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identify and recommend alternative approaches or improvements
  22. Implements revisions, adjustments and changes; serves as liaison for the office with a variety of the other City/County staff, policy-making officials, and officials of outside agencies
  23. Explains and justifies SFSO procedures, policies or programs; negotiates and resolves difficult and complex issues and problems
  24. Plans, develops, implements or directs major or complex projects or programs, which span a number of the office’s established sections or divisions; directs the research of complex, highly technical issues.
  25. Develops alternative solutions or approaches; recommends most effective course of action.
  26. Participates in budget development by providing detailed analysis justification and persuasive initiatives
  27. Directs the preparation and maintenance of a wide variety of statistical, fiscal, and operational reports and studies; performs projections and forecasts to prepare management for cost overruns or potential deficits
  28. Produces regular financial reports and the annual report
  29. Performs other duties as required

How to qualify

Applicant must meet all of the following Minimum Qualifications by the application-filing deadline unless otherwise noted:

EDUCATION: Possession of a baccalaureate degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration or closely related field: AND

EXPERIENCE: Six (6) years of verifiable full-time financial management experience in a public agency, of which all experience must include supervising professional finance or accounting staff.

Education Substitution:  Additional verifiable experience as described above may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.  One (1) year equal thirty (30) semester or forty-five (45) quarter units.

Note: One (1) year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).  Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Desirable Qualifications:  The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a post-graduate degree or license in a relevant field
  • Strong interpersonal, oral and written communications skills at all organization levels
  • Financial experience in a municipal organization
  • Master’s Degree in Accounting, Finance, Public or Business Administration
  • Knowledge and experience with the City’s automated financial, budget, procurement and accounting reporting systems
  • Experience with negotiation of annual budgets with an Office of the Mayor’s and Controller
  • Experience with negotiation of City contacts and infrastructure change management
  • Experience with analysis of financial data and preparing financial reports, statements, and projections
  • Demonstrated ability to manage in an environment where diverse and sometimes conflicting interests must be considered
  • Ability to establish and maintain effective working relationships with sworn executives/commands as well as other deputy directors, managers, commission boards, elected officials, staff and others

Compensation and Benefits:  The normal annual salary range A is $175,864 to $224,484. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.
