Role description
Under direction, the CleanPowerSF Customer Data and Billing Operations Manager will be responsible for providing leadership in delivering high quality service to CleanPowerSF customers. The Customer Data and Billing Operations team is responsible for customer data management and billing, and for the planning and operations of customer programs that rely on CleanPowerSF’s billing system (e.g., net energy metering). The team currently manages a third-party contractor that provides meter data management, billing, and customer relationship management systems. This position supervises staff responsible for customer data management, data analysis and systems, billing services, and operations of customer programs that rely on the billing system.
Essential Functions:
- Supervises staff responsible for managing CleanPowerSF customer data, performing customer data analysis, planning and operating customer programs, and administering CleanPowerSF’s third party services for customer data management, billing and customer care.
- Working both independently and within a team, conducts customer program planning and operations including developing program concepts, cost estimates, spending and staffing plans, schedules, and status reports.
- Working independently, researches, analyzes and makes policy recommendations on CleanPowerSF special projects with significant financial impact or highly visible public issues; responds to informational requests, including those of a highly sensitive nature, and may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other city officials, outside agencies and the public; and provides administrative analysis including complex forecast modeling to high-level managers or a department head.
- Plans, develops and directs the production of complex CleanPowerSF operating and programmatic budget(s), including but not limited to CleanPowerSF’s meter data management, billing and customer relationship management systems; advises management in the budget development and management process, including formulating policy, monitoring, reporting and interpreting budget documents; may negotiate budget proposals within the department and with the Mayor's Office, Board of Supervisors, and other agencies; prepares or supervises staff in the preparation of, budget line-item narratives, complex analyses, recommendations and justification based on statistical analyses for annual, supplemental and multiyear requests.
- Implements CleanPowerSF rate changes and coordinates customer messaging and engagement on rate changes;
- Performs and leads strategic planning for meter data management, billing and customer relationship management systems, including identifying alternative service provision options, generating cost/benefit analysis of system investment options and rate of return calculations;
- Plans, develops, performs and directs CleanPowerSF analytic work involving complex economic and/or financial analysis including finance and utility rate analysis and modeling, cost/benefit analysis, and financial planning for senior management; determines appropriate methodology and performs difficult financial and energy program analyses, including financial forecasting, and revenue and/or expense projections; makes written and oral recommendations on difficult administrative and fiscal issues.
- Analyzes and evaluates complex existing, newly enacted and proposed local, state, federal legislation, policies and procedures projecting potential impact on CleanPowerSF and its services and customers; advises management on the consequences of proposed and pending legislation and effectively presents recommendations; develops and recommends procedures for the implementation of enacted legislation impacting CleanPowerSF data management, billing, customer care and programs operations; may act as legislative or policy liaison to other departments; assists state and federal legislative staff in drafting legislation, as applicable; advocates and testifies regarding department's position to legislators, committees, and staff; develops comprehensive user manuals and procedures to implement legislation, programs and administrative policies affecting CleanPowerSF's data management, billing and customer care and programs operations.
- Researches, analyzes, forecasts and makes policy recommendations on special projects or highly visible public issues including administrative policies, practices, and procedures; manages implementation of new systems, policies, and procedures.
- Reviews, prepares, and analyzes cost estimates and terms for financially significant new and existing CleanPowerSF operating contracts, change orders, and modifications; prepares reports of analyses and related documents; analyzes contractor claims for additional cost reimbursement to determine validity; analyzes contract provisions to determine appropriate reimbursement amount; conducts negotiations with contractors with regard to contract terms, cost reimbursement and change order provisions; maintains records of negotiations.
- Independently reviews and evaluates financial and business models utilized for CleanPowerSF operations and/or programs. Conducts reviews and appraisals of clean energy business models and discusses review findings and recommendations with senior and executive management. Utilizes financial and statistical models to forecast particular outcomes or events.
The 1825 Principal Administrative Analyst II will perform other related duties as assigned.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
SPECIAL CONDITION: 24 months of verifiable journey-level experience in energy efficiency and/or renewable energy, and/or power generation, distribution and transmission and/or natural gas operations.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.
Desirable Qualifications:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
- Experience in electric utility billing and utility rate setting
- Experience with utility customer data analysis
- Experience with customer relationship management systems

Supplemental Questionnaire Essay Exam (Weight - 100%)
The purpose of the Supplemental Questionnaire Exam (SQE) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include but are not limited to: knowledge of the electric industry, including electricity rates, billing systems, renewable power/clean energy, and distributed energy systems; knowledge of the principles and techniques of data management and analysis, as it relates to electric utilities; ability to interpret and apply policies, strategic business considerations, and contract provisions; ability to establish, maintain and foster effective working relationships.
Qualified candidates will be sent email notices to complete the MQSQ and SQE exam. Failure to complete these steps by the established deadlines will result in disqualification.
A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.
Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only.
