Systems Division of the Controller’s Office:
The Systems Division of the Controller’s Office manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, which include Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are branded locally as our SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Collectively, these applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The division serves over 35,000 active City employees, 75,000 retirees and 25,000 City vendors (bidders and suppliers). Peripheral and legacy applications also leveraged by the division include Oracle Identify & Access Management, Sherpa Budget Formulation & Management, Phire Architect, Control-M, and FreshWorks. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes. Users are fully supported to ensure adoption of these interconnected functionalities.

Role description
The Role
The Junior Governance & Reporting Analyst reports to the PMO Manager. Responsibilities include supporting the Division’s project management governance framework, performance reporting, operational improvements, integrated planning capabilities, and portfolio management services to systematically improve data-driven decision-making. This Junior Analyst will have the opportunity to mature the Division’s processes, promote PMO strategies and initiatives, and formulate viable recommendations to improve business operations and project management methodologies.
Responsibilities
- Conducts field surveys and carries out routine research in connection with budget, legislative or management studies, and/or performs analysis of actual expenditures compared to the budget or public policy issues
- Assists in conducting difficult and complex analysis, procedural, organizational, and operational investigations, quantitative and qualitative data analysis, surveys and/or research relating to department/agency operations
- Provides routine information to departmental personnel on the preparation of budget and policy documents, reports, demographics, and program implementation
- Researches, analyzes, and updates the Service Delivery and PMO policies & procedures for the City and CON-Systems
- Analyzes, coordinates, and maintain time entry system, and continuous monitoring billable hours
- Assists with preparation of the monthly, quarterly, and annual Comprehensive time and financial Report for each of the functional teams.
- Assists with tracking and maintaining weekly project status dashboard and resource forecasting.
- Analyzes and monitor Service Delivery tool KPIs by functional teams for reporting purposes
- Assists in preparing reports and proposals
- Prepares graphs and charts for presentations
- Assists in the preparation of quarterly and year-end financial, program and budget, and legislative reports
- Inputs and maintains data in computerized system and generates computerized reports.
- Analyzes data structure, quality, inputs, and controls to identify risks and implements industry standard data governance practices
- Assists with planning and execution of data cleanup initiatives
- Develops operational dashboards and reports to empower individuals and teams to make better data-driven decisions
- Develops new and improved existing standard operating procedures
- Drives continuous process improvement by collaborating with stakeholders on design of business and technology solutions
- Assists team members to establish a consistent level of quality, accuracy, and compliance with departmental standards
- Prepares and presents performance, project, and executive reports
- Performs other duties as assigned

How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Additional qualifications (i.e. special conditions) may apply to a particular position and will be stated in the job ad.
Possession of a baccalaureate degree from an accredited college or university
Substitution:
May substitute up to 2 years of the required education with qualifying full-time, professional-level experience in budget analysis, financial analysis and reporting, legislative/policy.
