The San Francisco Department of Public Health is accepting applications for a permanent civil service Director of Operational Excellence (0932 Manager IV).

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

The Director of Operational Excellence (0932 Manager IV) directs and oversees the organizational transition from system-driven Kaizen to principal-driven Kaizen (events and daily improvement work) model. The incumbent provides the necessary vision and leadership to effectively lead and direct essential hospital divisions throughout the entire hospital on the transition of Kaizen-driven organizational culture. The Director of Operational Excellence (0932 Manager IV) provides executive oversight for planning and development of strategic goals and priorities, operational objectives, and policies and procedures that are congruent with the values. mission, and strategic plan of Zuckerberg San Francisco General Hospital (ZSFG) and the San Francisco Department of Public Health (SFDPH). As a key leader, the Director of Operational Excellence (0932 Manager IV) reports to the Chief Executive Officer of ZSFG and together they partner with executive leadership of SFDPH and the San Francisco Health Network to envision and develop the cultural change program and directives (technical and behavioral) for the workforce at all levels across the hospital.

ESSENTIAL DUTIES:
The Director of Operational Excellence (0932 Manager IV) will perform the following essential functions:

  1. Provides the necessary vision and leadership to effectively motivate and direct the Kaizen Promotion Office Department in developing and achieving goals and objectives that are congruous with the values, mission and strategic plan of Zuckerberg San Francisco General Hospital and the Department of Public Health.
  2. Using Joint Commission Leadership Standards, provides the framework for planning, directing, coordinating, providing, and improving care, treatment, and services to respond to community and patient needs and improve health care outcomes.
  3. Develops Kaizen Promotion Office Team to support ZSFG Improvement work.
  4. Act as catalyst for organization for performance improvement, promoting the use of Lean tools.
  5. Works side by side with frontline leaders and the Kaizen Promotion Office to teach and coach to Lean tools, including Daily Management System, Value Stream Map and A3 Thinking tools.
  6. Utilize PDSA problem solving and Standard Work to promote continuous improvement.
  7. Clearly articulates data in a way that is meaningful to drive improvement.
  8. Creates alignment through communication to organizational True North.
  9. Performs as advisor to Lean activities, including: A3 Thinking, Value Streams, Kaizen Workshops, Daily Management.
  10. Communicates Lean philosophy in work with teams to promote continuous improvement through engaging and aligning staff throughout the organization.
  11. Demonstrates principles of ZSFG through behaviors using Leader Standard Work.

The Director of Operational Excellence (0932 Manager IV) performs other duties as required and assigned.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS
Candidates must provide verification that they meet all elements of the minimum qualifications.

  1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university;

AND

  1. EXPERIENCE: Five (5) years of verifiable professional experience managing and applying LEAN methodologies of which three (3) years must include supervision of professionals, including in the technical aspects of performance improvement.

EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year
if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week
are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS: The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection.

  • Lean certification
  • Master’s degree in public health, public policy, public administration, business administration, or a related field
  • Work experience in public health or government setting
  • Experience managing grants and/or working with philanthropic organizations
  • Experience teaching and coaching
  • Experience with data analysis and visualization
  • Experience leading without direct authority

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Management Test Battery (MTB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of strategy work, hoshin and roadmap planning, knowledge with using excel to understand, visualize and tell a story with data, data analytics and analysis, ability to break down complex problems into their essential components, determine the relationships of the components, and effectively resolve the problem, ability to use data to drive operations and performance improvement. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.

The certification rule for the eligible list resulting from this examination will be the Rule of List.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
