The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The Operations Branch Director will report to the Population Health Division, Deputy Director of Operations, People, and Infrastructure within the San Francisco Department of Public Health. This position will provide oversight, direction and guidance of operations management, staff engagement, strategic priorities, budget and hiring plan monitoring and improvement activities for the Population Health Operations Branch.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list. 

Role description

ESSENTIAL DUTIES:
The Operations Branch Director (0931 Manager III) performs the following essential functions:

 

  1. Plans, monitors, evaluates, and supervises the operations activities of DPH’s Population Health Division (PHD) and the OFPM Branch; operationally coordinates the work of the various Branches within PHD; advises and consults with Branch Directors and Section Managers/Supervisors; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding workflows, standards of work, policies, operations, and/or administrative procedures.
  2. Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective PHD operations and activities; directs the work and activities of the Office of Operations, Finance and Performance Management (OFPM) with other Branches or Sections within the Population Health Division to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of divisional and/or branch/departmental goals, objectives, policies, and priorities.
  3. Receives and analyzes division and departmental reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.
  4. Monitors the work of and coaches staff to meet standards of work and/or practices.
  5. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs such as new grant funding awards, while continuing to address major divisional priorities.
  6. Monitors and evaluates the effectiveness and efficiency of PHD’s and OFPM’s service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments, and changes.
  7. Serves as liaison for PHD with a variety of other City/County or DPH staff, policy-making officials, and/or officials of outside agencies; explains and justifies divisional, branch or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
  8. Plans, develops, implements and/or directs major or complex projects or programs which span a number of the division's established branches or sections; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action. 
  9. Participates in and/or facilitates budget development by providing detailed justification and persuasive arguments for proposals or initiatives.  Oversees and administers branch budget; directs and monitors expenditures in accordance with the approved budget; directs the preparation and maintenance of a wide variety of statistical, fiscal, and operational reports and studies; and provides PHD leadership and/or Branch Directors with an early warning and practical options to potential cost overruns.

The Operations Branch Director (0931 Manager III) performs other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS

  1. EDUCATION: Possession of bachelor’s degree from an accredited college or university,

AND

  1. EXPERIENCE: Five (5) years of verifiable professional experience in public health program development, public administration, and/or public health operations, of which three (3) years must include supervising professionals.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you worked above 40 hours per week are not included in the calculation to determine fulltime employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

  • Master’s degree in relevant fields including, but not limited to, public health, public administration, healthcare administration, or other relevant social science field
  • One year of experience managing performance improvement and/or public health equity initiatives

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ Weight: Qualifying): Applicants will be required to complete an MQSQ by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of and skills in public health administration, operations management, covering a wide variety of areas such as communicable disease control and prevention, environmental health services and sanitation, clinic administration, public health law and policy, emergency medical services, disaster preparedness and response, epidemiology and statistics, finance and accounting, and workforce development; ability to develop both long- and short-term strategic plans and to develop and implement project plans; ability to manage a large, complex budget and allocate resources in view of competing priorities; and knowledge of project management and Lean management systems/principles. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
