Appointment Type: This is a Temporary Exempt (TEX) position, pending Permanent Civil Service exam process, limited to but not longer than one year. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process within one year. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
Under general direction of the Deputy Director for Administration and Finance, the HSH Information Technology (IT) Director directs and manages all IT functions for the Department, including, but not limited to, network design and architecture, application and file services infrastructure, IT security, and daily operations of the HSH IT division. The IT Director leads the Department’s planning and implementation of Information Systems (IS) projects through effective management of IT engineers, business analysts and operations support staff; works closely with departmental program managers and user groups on IS projects; collaborates with other City agencies such as the Department of Technology (DT); and provides recommendations to executive leadership on IT strategies to support HSH’s mission.
The IT Director is responsible for HSH’s IS projects, systems enhancements and operations, and applications; including the planning, staffing and management of all phases of implementation of IS projects. The IT Director directs the design, development, and implementation of new IS projects and applications and existing systems enhancements to achieve measurable outcomes in a timely and efficient manner; plans and manages IT projects to improve operations; establishes hardware refresh and procurement along with installation priorities and plans; recommends IT budget investments; and establishes and monitors HSH’s IT policies and procedures.
Essential Duties and Responsibilities
- Responsible for the HSH’s IT Division including its system infrastructure, business analytics, personnel, security, inventory management/procurement, budget, and operational functions.
- Organizes and directs the work of subordinate staff through assessment of training needs and professional development, and implementation and maintenance of information systems training activities and materials.
- Researches and recommends strategic and tactical plans regarding information technology systems, telecommunications, and technology initiatives to the HSH executive leaders.
- Enhances IT responsiveness as well as business performance by optimizing critical IT service management processes and provides real-time visibility into performance.
- Updates and enforces approved policies, standards, practices, and security measures related to the infrastructure to ensure effective and consistent information processing operations and to safeguard information resources. Recommends new policies and procedures as needed.
- Monitors and evaluates the efficiency and effectiveness of IT service delivery methods and procedures and allocates internal resources accordingly.
- Defines and implements solutions to maintain the increasing information security needs of the Department aligned with citywide standards and protocols.
- Understands new trends and innovations in the field of information technology in support of HSH’s mission.
How to qualify
Minimum Qualifications
1. Bachelor's degree from an accredited college or university; and
2. Six (6) years of senior-level professional experience in infrastructure operations of information systems including all aspects of the information systems hardware lifecycle, significant budgetary responsibilities, and project management of complex information systems. This experience must include three (3) years of supervising professional staff, including planning, assigning, directing, reviewing, and evaluating the work process and products of staff.
Substitution:
Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.
Desirable Qualifications
- Demonstrated experience delivering high-quality IT customer service and operational performance within a regulatory or governmental environment.
- Exhibits can-do approach to anticipate and respond quickly to evolving technology needs of an organization.
- Experience leading and/or implementing IS projects that support social services/homeless services delivery and business analytics to measure performance of these services.
- Demonstrated experience collaborating effectively with diverse user groups and stakeholders to building consensus for new technological solutions.
