About the Office of Economic and Workforce Development (OEWD)

The Workforce Development Division of the Office of Economic and Workforce Development (OEWD) coordinates the San Francisco Workforce Development System, which is a network of public, private and nonprofit service providers that serve San Francisco jobseekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City.

Job Description

The Senior Community Development Specialist I (Senior Community Engagement Specialist) will report to the Community Engagement Manager and the Director of Workforce Strategy. The position will assist with implementation of OEWD’s community engagement experience and support content development for OEWD’s social media platforms.

The Senior Community Development Specialist I (Senior Community Engagement Specialist) will be assigned to the Community Engagement team to provide direct services that support outreach, recruitment, referral, and placement for Workforce programs, with an emphasis on supporting our most vulnerable residents to successfully transition into competitive employment opportunities.

Role description

Appointment Type: Temporary Exempt (TEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Senior Community Development Specialist I (Senior Community Engagement Specialist) will perform outreach in concert with the Community Engagement team members in order to connect job seekers to San Francisco’s Workforce system. The Senior Specialist will engage directly with community members to connect individuals to Workforce programs for job development, job training, and supportive services, interact with employers to connect residents to job opportunities, and assist in communicating the impact of OEWD Workforce programming and services via social media platforms.

Specific functions include (but are not limited to) the following:

Outreach & Recruitment:

  • Work with OEWD staff, Community Engagement team members, service providers, and OEWD partners in conducting outreach and recruitment to unemployed and underemployed community members for referral to workforce development programs and job opportunities
  • Participate in job fairs, hiring events, and other employment resource activities to connect job seekers to San Francisco’s Workforce System
  • Collaborate and coordinate with community-based organizations and City departments to produce and participate in hiring events, and support job placement
  • Coordinate efforts with OEWD Adult, Young Adult, and Sector Training Program staff to support connecting residents to OEWD Workforce Programming
  • Refer job seekers to training opportunities that provide pathways to employment
  • Enroll job seekers and dislocated workers in OEWD’s WorkforceLink system

Job Placement Assistance:

  • Collaborate with OEWD Employer Services staff to work directly with employers that are hiring job seekers in priority industries to connect community members to in-demand job opportunities
  • Support resume review, job matching, and advanced case management through WorkforceLinkSF, under the guidance of the Community Engagement Manager
  • Create and maintain accurate records regarding Workforce Program and job placement

General Employment Services:

  • Support the Workforce Hotline by answer phone calls and emails to the Workforce Department, providing referrals to appropriate program and employment resources, and provide support through Microsoft Teams
  • Advance OEWD’s economic recovery and employment equity goals by participating in community events, resource fairs, hiring events, and other public activities
  • Provide job preparation and referrals to San Francisco residents, and connect non-residents to appropriate supportive services
  • Other duties as assigned

Social Media / Communications Support:

  • Support the creation of social media content on platforms including Facebook, Twitter, and Instagram
  • Attend events and take photos to be used on Social media
  • Coordinate social media content schedule with the Director of Workforce strategy

How to qualify

Desirable Qualifications

  • Experience developing or supporting social media content
  • Experience working with labor unions; and
  • Experience with non-profit workforce development service providers.

Understanding and knowledge of:

  • Federal, State and local workforce development programs and resources
  • Requirements for enrollment in OEWD-funded or -affiliated workforce development programs
  • Social media platforms and how to deliver messaging on the respective platforms

Abilities and skills to:

  • Work effectively with a variety of stakeholders, City staff, labor union representatives, employers, non-profit service providers, and workers
  • Take photos at events to communicate program impact
  • Negotiate solutions based on existing policies, data and protocol
  • Manage time and workload appropriately

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
