Job Description: Under general direction from the Contracts Manager, the 1823 Senior Contracts Analyst assists in the management of approximately 65 existing contracts, and the administration of complex contract processes for the Department of Human Resources. The Senior Contracts Analyst manages assigned contracts and conducts all phases of the contracting process in collaboration with project staff and managers, including solicitation, evaluation, negotiations, contract development and post-award management. Contract subject areas include, but are not limited to: management and systems consulting, policy and organizational analysis, investigation, information technology services, as well as software license and maintenance agreements.

  • Develop contracting policies/procedures and processes
  • Provide technical assistance and training to department staff and suppliers on departmental and city contracting policies, procedures and processes 
  • Conduct competitive contract vendor selection processes including public bids and requests for proposals/qualifications
  • Negotiate contracts and grant agreements; coordinate contract management with department staff 
  • Analyze expenditures and revenue trends; prepare financial reports.
  • Support budget analysis, development and administration
  • Analyze and interpret existing, newly enacted and proposed local, state, federal legislation and regulation for policy and financial impact on the department; develop; implement and monitor new and revised reporting systems required by legislation. 
  • Assist department staff establish a consistent level of quality, accuracy and compliance with departmental standards.
  • Perform other duties as assigned

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

  • Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
