The System Integration for Intelligent Transportation Systems (SIITS) team is looking for a Project Manager I (PM I) with demonstrated initiative, drive, leadership, communication, and interpersonal skills to join our team.

Position Description:

PMO Project Manager: (2 positions)

SFMTA Technology section strives to be a premier provider of technical services enabling the SFMTA to be the premier transportation agency in the country. The System Integration for ITS (SIITS) Program Management Office (PMO) Team is integral part of the IT organization and supports the Agency in leading technology related projects and supporting IT team with operational enhancement efforts. SIITS PMO team includes Project Managers and Business Analysts who lead and support the Agency throughout project lifecycle and operational efficiency efforts. 

Under the direction of the SIITS Program Management Office (PMO) Director, this position is responsible for leading technical projects and cross functional teams. This position may perform a wide variety of tasks representative of all phases of project management for a software development or of the system development lifecycle (SDLC) for a software implementation and other Information Technology (IT) projects. This includes various tasks such as requirement gathering, preparing technical workflows and technical documentation, business process analysis and mapping, cost-benefit analysis, other project related documentation, presentation development and execution.

Intelligent Transportations System Project Manager: (1 position)

Under the direction of the Technical Program Manager, the Project Manager I will be responsible for providing project oversight, including planning, coordination, negotiation, contract administration, presentation, public information, budget management, conflict resolution, and overall project delivery of Capital Improvement and Operating projects in the Technology Services & Integration Division. Projects vary from technology state-of-good repair to new features and functionality for ITS systems. The PM I will assist in managing complex and high-profile Capital Technology projects in passenger information, train control, computer-aided dispatch, mobile land radio, and supporting IT infrastructure and interfaces.

This position will interact with various levels of management in SFMTA and stakeholders and other City departments.

Examples of Important and Essential Duties:

  • Leads project requirement gathering and documenting from business units.
  • Works in a team environment and communicates effectively with team members and end-users.
  • Leads complex IT projects and initiatives, monitors project schedules and reports progress, updates project documentation, assists in end user training material development.
  • Responds to information requests, develops material for project communication plans.
  • Maintains policy and procedure documentation.
  • Performs fit-gap analysis to refine end-user requirements.
  • Develops test scripts and works with the end users to test the applications to assure functionality and effectiveness in performing to desired specifications. 
  • Prepares PowerPoint presentations and Excel spreadsheets regarding analysis to share information with other team members or end-users.
  • Provides end-user support during software implementation.
  • Attends meetings and takes meeting minutes as required.
  • Be the primary contact and responsible for managing all matters related to the successful implementation of the assigned project; manage tasks and overall project delivery.
  • Ensures requirements, business goals, and objectives are clear; plan for on-time, on-budget delivery of technology solutions with quality.
  • Monitors, manage, and reports on the scope, budget, schedule, risks and issues, and changes.
  • Plans, organizes, and directs the work of professional staff; analyze and solve problems; motivate and monitor project team.
  • Prepares and monitors the project budget, including support for obtaining funding.
  • Monitors cost and quantity estimates for necessary service, labor, materials, and equipment.
  • Works closely with external vendors to ensure on-time delivery and compliance with regulatory and performance standards and specifications.
  • Conducts meetings and presentations to the stakeholders and the Executive Team to inform them of the project's progress.
  • Prepares, reviews, and presents technical reports and project documentation.
  • Assists in negotiating and modifying contracts to resolve claims and disputes.
  • Ensures that contractors are maintaining safe work sites and that the needs of the program/project and community are protected.
  • Ensures timely inspections, acceptance, and approval for completion and closure of the project by working with the appropriate staff to resolve punch list items and project closure activities.
  • Assists in managing more complex projects with guidance from the Technical Program Manager.
  • Performs related duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS:

  1. A Bachelor's Degree in Computer Science, Information Technology or other related field and two years of experience implementing and managing integrated information systems projects; OR
  2. Six years of experience implementing and managing integrated information systems projects.

Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.

  • PMP or PMI-ACP or CSM Certificate;
  • Familiarity with transportation-related business practices.
  • Familiar with Systems Engineering Methodology or Systems Development Lifecycle.
  • Experience using MS Project, Microsoft Excel, Word, PowerPoint, Teams, and SharePoint.
  • Experience with documenting software/business solutions in Visio or other diagraming tools.
  • Experience working with an end user community developing business process workflow for current and future-state processes.
  • Experience identifying and documenting user requirements.
  • Experience in developing and executing software test plans and scripts.
  • Ability to identify and sequence work tasks for inclusion in a project plan.
  • Excellent quantitative, analytical and critical thinking skills.
  • Exceptional interpersonal skills and the ability to work well in teams and follow a plan.
  • Ability to write status reports and project document for a variety of audiences.
  • INCOSE Associate Systems Engineering Professional Certification (ASEP).
  • Experience in managing concurrent large, complex, highly visible enterprise-level projects using the appropriate project management (Agile, Waterfall).
  • Direct experience collaborating with contractors and trades and in-field personnel such as construction managers and resident engineers, and inspectors.
  • Ability to communicate up/down and between disciplines/lay people/stakeholders.
