The San Francisco Municipal Transportation Agency (SFMTA) is the department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

Position Description:

Under general administrative direction, reporting to the Senior Manager of Contracts and Related Services in the Parking Section, the Off-Street Parking Manager is responsible for leading the Off-Street Parking team. The team includes a Parking Operations Manager and a group of four parking professional staff. The Off-Street Parking team is responsible for the completion of tasks covering a variety of operational and policy matters pertaining to the management of the City’s off-street parking facilities. This position will coordinate with the Senior Manager on matters including various procurements, operational audits, contract administration, budget development and implementation, and setting parking rates.

Examples of Important and Essential Duties

  • Manage the off-street parking program to ensure operations are compliant with the relevant city laws, ordinances, rules, and regulations.
  • Manage SFMTA’s Off-Street Parking team that oversees contracted parking operations’ vendors to ensure ongoing compliance by operators with the terms and conditions of their contracts with SFMTA and to ensure efficiency of city garage operations. Review and approve policy and procedure changes to ensure consistency with best practices in the parking industry.
  • Manage SFMTA’s contract with PARCS (Parking Access and Revenue Control System) vendor(s) to ensure effective operation of the PARCS at the garages and adherence to relevant contract terms and conditions.
  • Manage the planning and development of required Request for Proposals (RFPs) and related contract-negotiation processes, including allocation of staff resources required to support these efforts.
  • Manage the overall, annual operating budget for 21 PARCS-controlled garages and lots. Review and reallocate funding among various individual garages and lots to optimize overall service delivery and stay within budget.
  • Manage the operations of 18 off-street metered parking lots located in neighborhood retail corridors across the city, including oversight of Department of Public Works maintenance work in coordination with local merchant and resident groups.
  • Collaborate with City Attorney’s staff to develop and negotiate lease, license and permit agreements on special and/or long-term use of parking spaces in off-street parking facilities.
  • Manage on-site operational audits and staff’s compliance inspections at off-street facilities; coordinate with staff and vendor(s) to respond to City Controller’s financial and operational audits of parking facilities.
  • Administer and analyze monthly management reporting of garage financial performance, occupancy rates, and trend in security-related incidents.
  • Administer quarterly rate-review process and recommend rate changes for management’s review and approval.
  • Represent SFMTA at meetings on matters related to off-street parking with other city agencies and departments, including the Recreation and Park Department, Port of San Francisco, Tax Collector’s Office, City Attorney’s Office, Mayor’s Office, and the Board of Supervisors.
  • Other duties as assigned.

How to qualify

Minimum Qualifications:

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of parking‐related program management or parking‐related administrative services interpreting laws and regulations, and exercising independent judgment in the application of defined principles, practices, and regulations; AND
  3. Three (3) years of the above experience must include supervising staff who interpret laws and regulations and exercise independent judgment in the application of defined principles, practices, and regulations in parking‐related program management or parking‐related administrative services.

Substitution:

Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience/employment.

 

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience managing municipal off-street parking operations consisting of a portfolio of ten (10) or more facilities.
  • Experience in developing and overseeing five (5) or more RFPs, conducting open and competitive solicitations and subsequent services contracts for work valued at $50,000 or more annually.
  • Experience in conducting operational and financial audits of parking facilities.
  • Possession of a Certified Administrator of Public Parking (CAPP) certification.
  • Excellent oral and written communication skills.
  • Adaptability in working a flexible schedule: early mornings, evenings, weekends, and other hours as needed.
  • Experience working with Diversity, Equity & Inclusion (DEI) & Diversity initiatives.
