About:

The Office of the Chief Strategy Officer (CSO) oversees a division responsible for implementing agency-wide strategies and programs to meet the SFMTA's key policy objectives. In collaboration with the SFMTA Executive Team, the CSO division advances agency-wide strategy execution, leads major program design and management, analyzes strategic risks and opportunities, and leads business process improvement initiatives to enhance agency government operations. The CSO division also coordinates and works with other departments and agencies of the City and County of San Francisco, transportation, and mobility partners, as well as other public and policy groups, to support the SFMTA's initiatives and advance priority policy objectives.

The CSO Government Operations Section promotes efficient SFMTA government operations by developing, coordinating, and implementing policies and procedures effectively. The team encourages efficiency and process improvements through research, complex management analysis, and data development. The section’s core function is to strengthen the SFMTA's capacity and effectiveness through administrative support services to major programs, task forces and projects across the agency. The section includes two units: the Policy & Data Development Unit, responsible for impactful research and analysis to enhance decision-making, and the Systems & Process Unit, supporting the evaluation and enhancement of internal systems and processes. Services provided include best practices research, industry analysis, economic assessments, data development, and business process analysis. The objective of the Government Operations Section is to be a force multiplier, providing service to the entire SFMTA to mitigate risk, advance work or provide technical support.

Role description

The CSO Government Operations Section has openings for two (2) 9914 SFMTA Public Service Assistants. Under administrative direction, the 9914 Public Service Assistants will provide analytical and administrative assistance on specific projects as well as start-up operations for the CSO.

  • Building Progress Program: The Building Progress Program is the SFMTA’s current $2.0 billion+ initiative to modernize the SFMTA campus of facilities across San Francisco, provide the infrastructure needed to electrify the Muni transit, and advance joint-development projects that increase operating revenues. The program will improve the transportation system’s resiliency to climate change, protect it from major seismic events and make the SFMTA a better neighbor in the parts of the city that currently host its major bus and rail yards, street maintenance facilities, parking facilities and other operational buildings. Key projects in the Building Progress Program include: Potrero Yard Modernization (in design), Presidio Yard Modernization (in planning), 1200 15th Street PCO Headquarters (in design), 1399 Marin Trolley Maintenance Yard (in-design) and Kirkland Yard Electrification (in planning).
  • Business Strategy Program: The Business Strategy Program seeks to improve the knowledge base of the SFMTA to better inform decision-making around management systems, functions, policy and procedures and/or major program planning. Services include best practices research, industry research, economic analysis, with data development work and associated analysis of new data. The Program will provide recommendations to senior and executive management regarding best practices in city department, transit agency management, and government operations to meet agency and policy objectives.

Also, the 9914 SFMTA Public Service Assistants will provide administrative assistance for COS start-up operations as necessary.

How to qualify

High school Diploma / GED Equivilant 

Training and Experience: Applicants will be required to meet guidelines as established for each program; requirements for previous training and experience will be minimal.

Knowledge, Skills, and Abilities: Requires an indicated interest and aptitude in those skills associated with the target employment and a willingness and ability to acquire the needed skills and academic standards through training and work experience.

Examples of Important and Essential Duties:

Assist in the performance of a variety of analyses, research, and reporting using computer programs in the following fields: operations of city processes, departments and agencies; administrative and/or management functions as they relate to budget, contract/grant development, and/or office management/support services; financial and/or forensic, compliance, investigative and performance audits; contract development and monitoring.

  • Prepare correspondence and assist in grant applications.
  • Prepare presentations including graphic data displays.
  • Assist in the preparation and update of budget documents, purchasing process documents, contract reports, surveys, databases and mailing lists.
  • Assist in review, processing and monitoring of contracts, contracts compliance, and contract certification processes.
  • Input and maintain data and generate reports
  • Assist in preparing, reviewing, updating and coordinating operating schedules and program delivery calendars.

Desirable Qualifications:  Additional skill requirement beyond MQ. Can be used as criteria to score applicants for interview selection.

  • Knowledge of analytic, data and research tools.
  • Ability to use both qualitative and quantitative data to generate insights and opportunity areas for further exploration.
  • Ability to plan, organize and schedule work in the office and perform job duties with or without supervision.
  • Ability to effectively communicate with all levels of staff, verbally and in writing, to explain organization, procedures and operational details of the Agency and/or Office.
  • Knowledge of modern office methods including office management techniques, record-keeping, and data management.
  • Proficient in MS Office software packages, including Word, Excel, and Powerpoint.
  • Skilled in preparing reports, presentations, and routine business correspondences.

CONDITION OF EMPLOYMENT:  All City and County of San Francisco employees are required to be fully vaccinated against COVID-19 as a condition of employment. Someone is fully vaccinated when 14 days have passed since they received the final dose of a two-shot vaccine or a dose of a one-shot vaccine. Any new hire must present proof of full vaccination status to be appointed. Any new hire who will be routinely assigned or occasionally enter High-Risk Settings, must provide proof of having received a COVID-19 booster vaccine by March 1, 2022, or once eligible.
