Role description
The Airport Collections Manager will be responsible for managing $821M in annual revenues from over 900 accounts, including concessions, airlines, airline support providers, parking revenues, and tenants. Handling delinquent collections from 400 accounts, the incumbent will navigate a time-consuming and strategic process that demands extensive collections staff training. Additionally, the position will ensure accurate reconciliation of received payments with the Airport Business Revenue Management System, clearing past-due notices when necessary. Collaborating closely with the Revenue Accounting Supervisor, the Airport Collections Manager will ensure proper booking of incoming revenue into appropriate accounts for audit and record-keeping purposes. The incumbent will also produce quarterly revenue aging reports for senior managers and the Airport Commissioners, supporting financial transparency and informed decision-making.
The essential functions of this position include:
• Oversees the collection personnel staff and operational activities to ensure the accurate and timely collections; Supervises, trains and evaluates the activities of collection personnel; Setting payment collection goals and targets for the department; Creating and implementing a strategy to improve the airport collection of outstanding invoices; Performs difficult and complex airport collection activities in accordance with rules and regulations, operating permits, leases agreements, and policies and procedures.
• Evaluates procedures, identifies and analyzes problems and issues and implements and document new procedures of the assigned section/program.
• Acts as liaison between tenants, revenue accounting staff, property managers, and multiple airport divisions to resolve operational customer service, billings, payments, collection inquiries and day-to-day issues pertaining to the leases and/or permits.
• Analyzes and prepares quarterly Accounts Receivable reports to Airport Commission, property managers and other airport sections on tenants' financial performance.
• Provides assigned quarterly and year-end prepared by clients (PBC) schedules for financial statement and audit questions.
• Participates in the fiscal year-end closing, including annual and year-end audits. Coordinates information and answers audit questions.
• Conducts quarterly AR meetings with different departments of the Airport relating to tenants' accounts receivable status.
• Manages in developing and implementing operational policies to ensure the efficient operation of section or program.
• Monitors the work and coach subordinates to improve performance.
• Performs special projects and other duties as assigned.
How to qualify
Education: Possession of a baccalaureate degree from an accredited college or university AND
Experience: Three (3) years of experience in revenue collections or cash applications, and delinquency reporting.
Substitution:
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
