Role description

Under direction of the Director of Children, Youth, & Families (CYF) System of Care, the Deputy Director will oversee a portfolio for CYF that includes: quality assurance; utilization management; technical assistance for providers; Electronic Health Records transition to EPIC; CalAIM reform coordination within Behavioral Health Services and across system partners; implementation of relevant federal, state, and local legislative mandates and initiatives (e.g., FFPSA, CYBHI); various strategic planning and CYF workplans; CYF's practice improvement and analytics; process improvement (LEAN); family-centered care division; psychological testing unit, and clinical psychologists’ functions.

The Deputy Director will ensure deployment of best clinical practices serving children, youth, and families across CYF and in coordination with system partners as well as evaluation of these efforts. This position provides leadership over the entire system of care in collaboration with the CYF Director and CYF management team, providing both clinical and administrative supervision.  The position will communicate regularly with the CYF management team regarding activities within CYF and in coordination across other city departments in addressing the needs of children, youth, and families. This includes development and utilization of data reports on services delivered, revenue maximized, and areas of improvement with recommendations for the reallocation of resources.

The Deputy Director will also be securing new grants and support ongoing grant management activities in addition to budget development for units assigned. 

The Deputy Director, Behavioral Health Services Children, Youth, & Families (CYF) System of Care (0931 Manager III) performs the following essential functions:

1.Manage key functions within CYF System of Care including quality assurance, utilization management, quality improvement, technical assistance for providers, and other clinical operation functions (e.g., Medi-Cal revenue optimization);

2. Interface with supportive systems within Behavioral Health Services, including for the electronic health records system (e.g., transition from Avatar to EPIC), managed care, and the business office;

3.Manage multiple teams within CYF System of Care (i.e., practice improvement and analytics, family-centered care, psychological testing, and clinical psychologists’ functions) as well as oversee the development of operational policies, protocols, procedures, budgets/resource allocation, and other functions to ensure efficient and effective operations of these teams;

4.Provide oversight of program-relevant federal, state, and local legislation, reform efforts, and initiatives which include support with presentations for the Health Commission, San Francisco Board of Supervisors, and other stakeholders as well as participation in County Behavioral Health Director Association (CBHDA) meetings;

5.Supervise staff, including coaching, monitoring performance, completing annual performance evaluations which may include performance improvement plans as needed;

6.Secure grants and funding to support CYF System of Care work, including researching and applying for federal and state grants, overseeing grants management activities and contracts that result from these efforts;

7.Participate in budget development by providing detailed justification for proposals.

The Deputy Director of Children, Youth, & Families (CYF) System of Care (0931 Manager III) may perform other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all three elements below—license, experience, and supervision of professionals):

LICENSE: Possession of a valid, current, unrestricted license in one of the following issued by the appropriate agency within the state of California: 

Licensed Clinical Social Worker (LCSW); OR,

Licensed Marriage and Family Therapist (LMFT); OR,

Licensed Professional Clinical Counselor (LPCC); OR,

Licensed Clinical Psychologist (Psy.D. or Ph.D.)

AND

EXPERIENCE: Three (3) years of professional experience managing behavioral health/mental health programs of which all three (3) years must include supervising professionals

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS:  The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

  • Two (2) years of clinical behavioral health/mental health experience with children, youth, & families
  • California state-licensed Clinical Psychologist (Psy.D. or Ph.D.)

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ Weight: Qualifying): Applicants will be required to complete an MQSQ by email after you submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%):
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
