The mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. Its Behavioral Health Services/Mental Health SF (BHS/MHSF) is growing and transforming county behavioral health services, making significant new investments designed to improve access, quality, efficiency, and coordination of care.
Role description
The Quality Assurance and Quality Improvement (QA/QI) Manager is part of Quality Management (QM) within SFDPH’s Behavioral Health Services division. This role reports to the Quality Management (QM) Director and oversees the quality of services delivered to beneficiaries of the Mental Health Plan (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS). This role is responsible for managing a new centralized QA team within QM to meet state regulatory requirements and ensure accurate documentation by providing coordinated support for clinical documentation, clinical chart reviews, monitoring, technical assistance, and training activities in alignment with California Advancing and Innovating Medi-Cal (CalAIM) initiatives.
The Quality Assurance and Quality Improvement (QA/QI) Manager oversees the department’s federally mandated Quality Assessment & Performance Improvement (QAPI) Program, including providing direct supervision to QI Coordinators whose primary functional areas include quality improvement committees; performance improvement projects; quality improvement work plans; external quality reviews; and, quality improvement strategies with coaching which include LEAN, PDSA (Plan-Do-Study-Act), and other QI tools.
The Quality Assurance and Quality Improvement (QA/QI) Manager (0922 Manager I) performs the following essential functions:
- Manages activities, operations, and projects within the QA/QI unit;
- Coordinates with QM, Managed Care, BHS leadership, and the DPH Compliance Office to ensure QA/QI activities are aligned;
- Develops, sustains, and evaluates the operational procedures and structure of a new QA team, including onboarding new staff, assessing QA needs across the system of care, creating standard work, providing management with information for decision making, and evaluating impact;
- Provides oversight for ongoing QI activities, including supervision, training, and coaching of QI coordinators;
- Applies federal and state regulatory policies within QA/QI unit;
- Allocates staffing and resources appropriately to meet regulatory requirements;
- Evaluates policies and procedures within the unit;
- Identifies and analyzes problems, applying problem solving techniques including PDSAs (Plan-Do-Study-Act) or Lean to resolve or mitigate issues;
- Participates in budget development by providing detailed justification for proposals or initiatives.
The Quality Assurance and Quality Improvement (QA/QI) Manager (0922 Manager I) may perform other duties as assigned or required.
How to qualify
REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet both education and experience below):
EDUCATION: Possession of a Bachelor’s degree from an accredited college or university;
AND
EXPERIENCE: Three (3) years of full-time professional experience managing or coordinating quality assurance activities in a clinical setting
EDUCATION SUBSTITUTION: Additional qualifying experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS: The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:
- Two (2) years full-time professional experience supervising professionals in quality assurance activities in a clinical setting
- LEAN certification
- Experience implementing quality improvement projects, including coordinating PDSAs (Plan-Do-Study-Act) or Tests of Change
- Experience partnering with DHCS or other state health department
- Possession of a degree with major in Psychology, Social Work, or other closely related field
- California state-issued license in any of the following by the California Board of Behavioral Sciences or the California Board of Psychology:
Licensed Clinical Social Worker (LCSW); or,
Licensed Marriage and Family Therapist (LMFT); or,
Licensed Professional Clinical Counselor (LPCC); or,
Licensed Psychologist (Ph.D. or Psy.D.)

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ Weight: Qualifying): Applicants will be required to complete an MQSQ by email after you submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supervisory Test Battery (STB) (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resource Management; Team Building; Communication, Conflict Management and Process Improvement. For more information about this Supervisory Test (and a suggested reading list) please visit Supervisory Test Battery info Please note: this examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire (SQ) Exam (Weight: 60%): Candidates who achieve a passing score on the Management Test Battery (MTB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of and skills in public health administration, operations management, covering a wide variety of areas such as communicable disease control and prevention, environmental health services and sanitation, clinic administration, public health law and policy, emergency medical services, disaster preparedness and response, epidemiology and statistics, finance and accounting, and workforce development; ability to develop both long- and short-term strategic plans and to develop and implement project plans; ability to manage a large, complex budget and allocate resources in view of competing priorities; and knowledge of project management and Lean management systems/principles. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
